Red Box Recorder Support Services and Supplies

This is a sources sought notice (SSN). The U.S. Coast Guard (USCG) has a need for support services for Red Box Recorders and purchase of new Red Box Recorders. The USCG anticipates award of a 5-year single-award IDIQ contract pursuant to FAR 12 and 13.5 that will be either sole source or brand name pursuant to FAR 13.501(a).  At this time, market research indicates that only Uniphore and one authorized reseller are the only companies capable to provide the support services for Red Box Recorders and purchase of new Red Box Recorders.

The anticipated IDIQ contract may include the following support services for Red Box Recorders (which is subject to change) in additional to the purchase of new Red Box Recorders:

• Annual software renewal
• Hardware/software upgrades
• Hardware/software maintenance and repair
• Telephone support
• Technical data builds and reports

The place of performance for this support is primarily at the Contractor’s facility.

The anticipated North American Industry Classification System (NAICS) code for this requirement is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. 

This SSN is issued solely for market research purposes and to determine what authorized resellers or other sources can provide the support services and purchase of new Red Box Recorders.

Authorized resellers and other companies that have the interest, capability, and authorization to provide the support services and purchase of new Red Box Recorders may submit a capability statement. Companies must detail how they are an authorized reseller or how they would provide the support services and purchase of new Red Box Recorders if they are not an authorized reseller. Companies must explain their process for proving the above support services and purchase of new Red Box Recorders. The capability statement shall also include the Company's Name, Business Size, System for Award Management (SAM) Unique Entity Identification (UEI) #, CAGE Code #, a discussion of any previous experience similar to this requirement, and a point of contact in the event the USCG requires additional information. Also, please indicate in your response the average delivery time frame to ship new Red Box Recorders within the USA.  Capability statements are limited to 5 pages.

This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Proposals submitted based on this SSN will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of market research.

Please submit capability statements via email to the Government Point of Contacts listed below no later than 11:00AM Eastern on 05/15/2023. A determination on how to procure the support services and new Red Box Recorder is solely within the discretion of the Government.
