Description

1. Description

The Defense Health Agency (DHA) Enterprise Medical Services Contracting Division (EMS-CD) is hosting a virtual industry day for the Medical Q-Coded Support and Services- Next Generation (MQS2-NG) acquisition. This forum will provide the opportunity for the EMS-CD to brief participants on the MQS2-NG solicitation requirements and solicit feedback from industry via the provided MQS2-NG Industry Day Feedback Form. All briefings and discussions will be conducted at the unclassified level.

2. Background

The DHA supports the delivery of clinical and medical support services within the Military Health System (MHS) by administering and managing two strategic contracts designed to supplement the staff in DOD medical and dental facilities.  For the most part, these two strategic contracts, which are Indefinite Delivery, Indefinite Quantity (IDIQ), Multiple Award Contracts (MACs), relied on vendors to provide health care staffing services at individual medical and dental facilities, which is the predominant method used to contract for health care services.  The types of services acquired are listed as Q services in the Product Service Code (PSC) manual.  These services include the professional medical (clinical) services such as ancillary, dental, physicians, and nurses as well as the medical support services such as appointing, auditing, clerical, coding, medical records, and transcription.

The DHA is transitioning its buying approach for professional medical (clinical) and medical support services from buying for individual facilities to a market-based buying approach, where the requirements will be aggregated across a geographical area that DHA calls a market. The DHA has developed the MQS2-NG requirement around supporting these markets and their larger supporting contracting offices to facilitate transition to market based buying.

4. Event Guidelines

Feedback Submission: A question and answer session will not be conducted during the event.  Please submit all questions or feedback related to MQS2-NG acquisition via the provided MQS2-NG Industry Day Feedback Form. Telephone inquiries will not be accepted or acknowledged.  Respondents shall not provide any proprietary, classified, confidential or sensitive information in any feedback provided in response to this event.  

Materials: A copy of the draft solicitation, feedback form, and presentation materials are provided with this announcement.

This Industry Day notice is issued solely for information and planning purposes and all information provided is subject to change. It does not constitute a solicitation (Request for Proposal or Request for Quotations), or a promise to issue a solicitation in the future. This MQS2-NG Industry Day notice does not commit the Government to contract for any supply or service, whatsoever. Furthermore, the Government is not, at this time, seeking proposals for any requirement discussed in MQS2-NG Industry Day materials. Participants are advised that the Government will not pay for any information or administrative costs incurred in response to this MQS2-NG Industry Day notice. The Government will not assume liability for incurred expenses. All costs associated with responding to this notice and attending the MQS2-NG Industry Day will be solely at the responding party's expense. It is the responsibility of the vendor who is interested in any potential future solicitation(s) to monitor all sites for additional information pertaining to this requirement.
