Base Custodial Services

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; quotes/proposals are being requested.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2021-07, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20211029, and Air Force Acquisition Circular (AFAC) 2021-0726.

This requirement is for the acquisition of Base Custodial services at F. E. Warren Air Force Base in Wyoming. The solicitation number for this acquisition is FA461322R0001; the NAICS is 561720 (Janitorial Services), the small business threshold for this NAICS is $19.5M. The proposed acquisition is 100% 8(a) small business concern set aside.

This acquisition will be competed using a written Request for Proposals (RFP). All interested parties must provide a proposal package by the time specified below to the Government in order to be considered for award. Proposal packages shall include all data and information requested and shall be submitted in accordance with the instructions found in the attached "Instructions to Offeror" (FAR 52.212-1 and Addendum to 52.212-1) in the solicitation document. Non-conformance with the instructions may result in proposal being considered non-responsive and ineligible for award.

The solicitation is a competitive RFP and award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR part 13 Simplified Acquisition Procedures. Award will be made using the evaluation procedures of FAR 52.212-2 and Addendum to 52.212-2.

The Government intends to award one (1) Firm Fixed-Price Requirements contract (see FAR 52.216-21(a)).

IMPORTANT NOTICE TO CONTRACTORS: All prospective awardees are required to register at the System for Award Management (SAM) and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov.

All prospective offerors are responsible to visit the solicitation announcement on the Contract Opportunities webpage, frequently to obtain the solicitation, any amendments and/or other information pertaining to this solicitation. No telephone or written requests for this solicitation package will be accepted. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.

Site Visit Information: A Pre-Proposal Site Visit to review selected buildings in Facility Level 1, 2, and all buildings in Level 4 will be held on Wednesday, 15 December 2021 at 1000 hours Mountain Time at F. E. Warren Air Force Base. All interested parties must submit names of attendees to marissa.burlando@us.af.mil and troy.johnson.19@us.af.mil by 1400 Mountain Time on Monday, 13 December 2021. A Pre-Proposal Briefing will be held at 90 CONS Conference Room prior to the Site Visit. All attendees who do not have access to F. E. Warren Air Force Base, please meet at the Gate 1 off Interstate 25 at 0930 hours Mountain Time for base pass and escort.

Proposals AND completed representations and certifications (if not available in SAM), are due by 02:00 PM (Mountain Time) on Tuesday, 1 February 2022.

The purpose of Amendment 0001 is to:

• Replace Attachment 1 – PWS (17 Nov 2021) with Attachment 1 – PWS (2 Dec 2021). NOTE: Changes are highlighted in yellow.
• Add Attachment 6 – Pre-Site Visit Questions and Answers to address questions received in response to this solicitation.

**Contractors are instructed to acknowledge this amendment in accordance with the addenda to FAR 52.212-1.**

The purpose of Amendment 0002 is to:

• Replace Attachment 2 - Appendix B (12 Oct 21) with Attachment 2 - Appendix B (13 Jan 2022) in order to correct the Clean, Sanitize-Tables, Chair, High-Chairs information (see row 14 on page/worksheet 5).
• Add Attachment 7 - Post-Site Visit Questions and Answers to address questions received in response to this solicitation.
• Post/share Sign-In sheet for site visit held on 15 December 2021.
• NOTE: Attachments 1 and 6 were previously uploaded via Amendment 0001. Due to a contract-writing system error, they are being added again. No changes were made to these attachments.

The purpose of Amendment 0003 is to:

• Replace Attachment 4 - Wage Determination (dated 20 October 2021) with Attachment 4 - Wage Determination (Rev15) (dated 27 December 2021).
• NOTE: In Amendment FA461322R00010003 SF 30, disregard the Summary of Changes as they were errantly generated by the contract-writing system. Only Attachment 4 was updated.
