Description
Naval Information Warfare Center (NIWC) Atlantic intends to award a follow-on, sole-source contract to General Dynamics Information Technology, Inc. (GDIT), 3211 Jermantown Road, Fairfax, Virginia 22030-2844 for program management, engineering, technical documentation, and integrated logistics support services relating to electromagnetic environmental effect (E3). The technical services provided under this requirement will support overall analytical and technical products to include engineering and technical analysis for Government owned communication/transceivers, radar platforms, and information technology gateways. The contract will provide for Electromagnetic Interference/Electromagnetic Compatibility test and evaluation, and training, TEMPEST testing and surveys, protective distribution system inspections, theoretical analysis to determine Radiation Hazards effects as well as site surveys that provide measurement data. In addition, the contractor will be required to conduct planned maintenance for Government test facilities.
The authority for other than full and open competition is 10 USC 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 541330, with an applicable size standard of $41.5M. The Government anticipates the award of a non-commercial, indefinite delivery indefinite quantity (IDIQ), Firm-Fixed-Price (FFP) contract, with pre-priced contract line item numbers (CLINs) for labor and Cost CLINs (no fee) anticipated for material and travel. The period of performance will be a five (5) year ordering period, plus two (2) one-year options, and a six-month option.
This notice of intent is NOT a request for competitive proposals. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within ten (10) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
