If you would like to joint the current 38 MACB BOA Holders you will need to propose to the Solicitation that goes live tentatively 17 June

Current BOA Holders will simply send an email of their intent to remain on the BOA or exit.

NOTICE OF INTENT/ANNUAL REQUIREMENTS SYNOPSIS

COMPETITIVE MULTIPLE AWARD CONSTRUCTION BASIC ORDERING AGREEMENT (BOA) (MACB)

This notice is for the Tinker Air Force Base (TAFB) Multiple Award Construction Basic Ordering Agreement (BOA) Program to provide a broad range of construction, repair, and maintenance of real property. The BOA program will include: 35% Design-Build, 100% Design-Build and Construction Only services at TAFB, OK.

This competitive acquisition approach will set-aside, for small businesses, Order Proposal Requests (OPRs) with a magnitude of construction less than or equal to $25M and on a full and open basis for OPR(s) with a magnitude of construction more than $25M.  The North American Industry Classification System (NAICS) Code is 236210 Industrial Building Construction with corresponding annual size standard of $39,500,000.

   

As Identified in the BOA Source Sought Synopsis, the TAFB will procure all BOA requirements utilizing a phased procurement process outlined below:

Phase One- Competition for BOA Holders: Basic Ordering Agreement Invitation will be released at least once a year to allow interested contractors an opportunity to submit a proposal for evaluation to obtain an executed BOA. The Government will execute no-cost BOAs to offerors who are deemed responsible in accordance with (IAW) the FAR Part 9, as supplemented, whose proposal conforms to the BOA Invitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Instructions to Offerors and is assessed based on the evaluation factors and subfactors to be responsive, responsible, and qualified to the Government.  The Government seeks to issue BOAs to offerors that gives the Air Force the greatest confidence they will best meet the requirements.

The BOAs will be valid for a period of up to five (5) years beginning from the effective date of the initial BOA execution. An annual synopsis for requirements falling under the scope of the MACB program will be released in beta.sam.gov. The annual synopsis covers requirements related to Construction Services that are within the scope of, and designated for, the MACB program and that emerge within the year after the annual synopsis is published. The Government will not conduct a separate BOA synopsis for any such emergent requirement prior to issuing the applicable competitive OPR(s)

Phase Two- Competitive Requirement/Order Process within BOA Holder Pool: The Procuring Contracting Officer (PCO) will issue competitive OPRs for specific requirements falling under the scope of the MACB program. An offeror must be a qualified BOA holder as of the closing date of an OPR. The Government will confirm that an offeror is a qualified BOA holder by checking the effective date of an offerors BOA. All OPR(s) will result in order contracts. NOTE: The annual BOA Invitation may be the only opportunity contractors will have to obtain an executed BOA in order to propose on OPRs issued within the year; additional BOA proposals may not be solicited, accepted, and may not be executed, at any time other than during the annual BOA RFP, even for those emergent requirements not specifically identified in the annual synopsis. Therefore, if a contractor desires to participate in ANY future BOA OPR that may arise within the year, it is imperative that the contractor submit a proposal in response to the annual BOA Invitation.

IMPORTANT NOTICE: Offerors are required to complete their registration in the System for Award Management (SAM) database via the website https://www.sam.gov.. Offerors are strongly recommended to review their information in SAM to validate that it is current and up to date. Failure to register in SAM makes an offeror ineligible for BOA Issuance and award of DoD contracts IAW FAR 4.1102registered in SAM database (http://www.sam.gov/).
