Description

THIS REQUEST FOR INFORMATION (RFI) IS RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10, MARKET RESEARCH.

This Request for Information (RFI) is only issued for information and planning purposes. It shall not be construed as either a solicitation of the obligation on the part of the Government. All information received from this RFI will be used for Market Research purposes only. The Department of Treasury solicits vendor responses to this RFI for market research purposes only. This RFI will not result in a contract award.

The HR Connect Program Office (HRCPO) of the Enterprise Applications organization within the Department of Treasury’s Office of the Chief Information Officer (OCIO) has identified a requirement for annual maintenance support Enterprise PeopleSoft Payroll Interface and Human Resources modules. Annual product maintenance support is needed for the PeopleSoft Enterprise licenses and Microfocus Cobol Compiler tool, Oracle Data Integrator, PeopleTools, and ePerformace.

Treasury intends to refine its PeopleSoft Software Maintenance strategy as appropriate based on all sources of input received, especially responses to this RFI.  Treasury is requesting budgetary quotes  based on two different scenarios for Software Update Licenses & Support (Annual Software Maintenance) for the PeopleSoft modules and volumes presented in the Peoplesoft License Software Maintenance Renewal document.

Scenario One

  • Budgetary quote should be provided for all CSIs and include, if applicable, any volume discounting.

Scenario Two

  • Budgetary quote should be provided for all CSIs, except CSI 20666779. Include, if applicable, any volume discounting.

For each scenario, Treasury is looking for a proposed annual maintenance cost for a base, commencing on December 1, 2023, twelve (12) month period, including proposed option prices for an additional four years, with each year being priced separately. In addition, the Government may require surge support during the base or any option period.  Surge modifications will be within scope of the award and provide increased support.  Surge support over the life of the award will not exceed 25% of the Contractor’s total proposed cost/price for the base period and all option periods, excluding the six-month extension of services pursuant to FAR 217-8.  The increase will be captured as a request for cost/price quote via Performance Task Request.  The increase will be captured via bilateral award modification, at which time surge will be reduced by the price of the increase.
