Pre-Solicitation Notice
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 12), North Chicago Il. intends to solicit proposals from contractors in the NCO 12 area which includes the State of Illinois to provide Lawn Care at the VA !Iliana Healthcare System facilities under Firm Fixed Price .
The VA anticipates issuing an open and continuous solicitation for this requirement on or about 7/18/2022. Proposals will be accepted for a one-year period commencing with the issuance date of the solicitation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website (https://www.fbo.gov) so that they are notified of the issuance of the solicitation and any amendments.
In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDCs can be awarded to any offeror not registered in SAM.
NAICS Code is 561730 Landscaping Service for( Iliana Healthcare System ) with a Small Business Size Standard of $27.5M. The classification code is S208. The solicitation will be issued for SDVOSB other than full and open competition. Single awards are anticipated and will be made on an as needed basis. All responsible sources may submit proposals to be considered by the Agency.
The VA will only consider proposals from contractors who are licensed by their respective States and who are Landscaping qualified.

Scope of work:
The vendor shall provide material, labor, equipment and supervision to
perform landscape maintenance on the campus of the VA !Iliana
Healthcare System located at 1900 East Main Street, Danville, II 61832
Services to be provided:
1. Vendor is to provide two applications of liquid broadleaf weed
control (Trimec 992 ) to the areas designated on the map
attached as annex A
a. First application shall be in the spring
b. Second application shall be in the fall
c. Total area to be covered in each application is 46.5 acres
2. Vendor is to treat Twelve (10) ash trees for Emerald Ash Borer
infestation
3. Product to be used is by Tree Tech. Active ingredient is
Imidacloprid.
4. Product is to be infused under the bark thru a process of low
pressure micro injection which disperses insect/disease control
chemistries into the trees vascular system
5. Vendor shall hold all applicable licenses required by state and
federal jurisdictions for the application of restricted use
herbicides
6. All work to be completed during normal working hours

SITE ACCESS
6. All personnel working on this project will be required to
be in possession of a valid VA flash pass or will need to sign in
at Police Service daily to obtain a visitor badge prior to
working on this project. Badge application forms (0711) are
available from the COR
7. All personnel working on VA property are required to
complete privacy training and comply with VA Handbook
6500.6 Appendix C, Sections 1,6,7,9a(3) and 9b
8. All personnel on VA projects are required at a minimum to be
in possession of a Ten (10) hour OSHA card
9. Infection control permits where required will be issued by the
Infection Control staff (Thomas Hamblin) (217) 554-4804)
prior to the commencement of work. COR/POC will assist with
coordination and escorts as required
SITE COORDINATION
Vendor must coordinate with Larry Walder, COR, VA
Engineering {217) 554-5998 or {217) 304-0412 for badging
information and to schedule work prior to arriving at site. Work
will be done in such as manner as to minimize disruption to
ongoing patient activities.
10. The C&A requirements do not apply, and that a Security
Accreditation Package is not required
Time period
Licensed applicator shall make the final determination on timeliness
of the application of the products based on environmental factors that
might impact adjacent areas, personnel and desirable plants
