The Army Contracting Command - Rock Island (ACC-RI) is using this Sources Sought announcement to conduct ongoing Market Research and identify interested sources capable of manufacturing and delivering Demolition, Charge, Block, ¼ LB TNT, NSN 1375-00-926-9394, DODIC: M030, 1/2 LB TNT, NSN 1375-01-692-9187, DODIC: M031, 1 LB TNT, NSN 1375-01-576-5211, DODIC: M032.

This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status.

The NAICS code for this item is 332993, Ammunition Manufacturing (except Small Arms) with a business size standard up to 1,500 employees.

ITEM DESCRIPTION:

The ¼ LB charge block of TNT is primarily used for training purposes. The ¼ LB block is issued in a cylindrical, waterproof, olive-drab plastic cylindrical container. The plastic container has a threaded cap well in one end. The charge is a solid block of pressed TNT, measuring 1 ½ inches in diameter by 3 ½ inches in length that contains the M1A5 Priming Adapter. A total of 192 charges and 48 priming adapters are packaged in a wood box.  The block can be detonated either by M6 or equivalent blasting cap or detonation cord.

The ½ LB charge block of TNT is used for all types of demolition work. The ½ LB block is issued in a rectangular block (with rounded corners), waterproof, olive-drab plastic rectangular container. The plastic container has a threaded cap well in one end. The charge can be a solid block or up to seven pellets of pressed TNT, measuring 2 inches square by 3 ½   inches in length that contains the M1A5 Priming Adapter. A total of 96 charges and 24 priming adapters are packaged in a wood box.  The block can be detonated either by M6 or equivalent blasting cap or detonation cord.

The 1 LB charge block of TNT is used for all types of demolition work. The 1 LB block is issued in a rectangular block (with rounded corners), waterproof, olive-drab plastic rectangular container. The plastic container has a threaded cap well in one end. The charge can be a solid block or up to seven pellets of pressed TNT, measuring approximately 2 inches square by approximately 7 inches in length that contains the M1A5 Priming Adapter. A total of 48 charges and 12 priming adapters are packaged in a wood box.  The block can be detonated either by M6 or equivalent blasting cap or detonation cord.

The Government is contemplating a consolidated buy of these items.

No GFM is anticipated for this procurement.

REQUESTED INFORMATION:

Interested companies should respond by providing the Government the following information:

1) A summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience) and their availability. If a respondent does not have adequate resources (facilities, technical, manufacturing, personnel, etc.) available, they are requested to describe their ability to obtain those resources and timeframe for implementation (identifying production lead-times to Design Verification Testing, First Article Test, and production);

2) Business size.

3) A brief summary of potential key subcontractor and which key components or processes would be subcontracted (ie.. plastic components and bulk energetics)

4) Identify if part or all of the requirements can be met by available commercial or non-developmental items.

5) Interested companies should provide minimum and maximum monthly production quantities for the Charge, Demolition: Block, TNT, ¼ LB, ½ LB, and 1 LB.

6) Provide a Minimum Economical Procurement Quantity Charge, Demolition: Block, TNT, ¼ LB, ½ LB, and 1 LB.

7) Interested companies should also include a Rough Order of Magnitude (ROM) for quantities of 5,000 ea. to 250,000 ea. Block, TNT, ¼ LB (M030) per year. For quantities of 5,000 ea. to 250,000 ea. Block, TNT, 1/2 LB (M031) per year. For quantities of 5,000 ea. to 250,000 ea. Block, TNT, 1 LB (M032) per year.

8) Identify if manufacturing resources are shared with other item/production lines and identify the approximate amount shared.

9) Identify any concerns or issues with consolidation of the three configurations, or any benefits of consolidation of these items in terms of cost, schedule, or performance.

All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM) database.

Your response to this Sources Sought, shall be submitted electronically to benjamin.c.riessen.civ@army.mil and joseph.r.depover.civ@army.mil no later than 5:00 p.m. (CT) on – 15 December 2023 and reference the synopsis number in the subject line of e-mail and on all enclosed documents, to be considered in the development of acquisition strategy for this item.
