Notice of Intent to Sole Source - Jeppson Software/Database

NAVSUP Fleet Logistic Center San Diego – Seal Beach Detachment intends to issue a sole source purchase order in accordance with FAR Part 13.106(b)(1)(i) to Jeppsen Sanderson, Inc. of 55 Inverness Drive East Englewood CO, 80112 for JEP4 Worldwide Database in support of Naval Air Force, Tinker AFB. 

IAW FAR Part 13.106(b)(1)(i), contracting officers may solicit from only one source if the contracting officer determines the circumstances of the contract action deem only one source is capable/available.  As further authorized under FAR 6.302, the contracting officer has determine Jeppsen Sanderson holds proprietary control over its JEP4 database, whereas, only Jeppsen software updates may be pushed through its specific database. Use of any other database is not permissible due to configuration and use restrictions and, without the regular cycle updates, the existing hardware will no longer remain in compliance with Federal Aviation Agency requirements.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail to melissa.ferri@navy.mil. Requests must include company name, address, POC name, telephone number, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. Responses are due by 04 June 2022, 12:00 PM, Pacific Standard Time.

If no responses are received, FLCSD-Seal Beach will proceed with the sole source award
