Description
The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of Liquid Fertilizer, commercial supplies, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 325311, with a Small Business Size Standard of 1000 employees as determined by 13 CFR 121.104.
Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF22Q0042 will be provided via Beta.SAM https://www.beta.sam.gov on or around 28 February 2022. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued.
SCOPE OF WORK
Dworshak Project requires supply and delivery of liquid 32-0-0 Urea Ammonium Nitrate, to include the provision of storage tank(s) with approximately 10,000 gallons capacity and pumping system for transferring fertilizer from storage tank to Government-owned mobile tanks. Deliveries of fertilizer will be as needed to operate the nutrient supplementation program. The maximum quantity is not expected to exceed 43,000 gallons; however, the Government reserves the right to increase quantity during the contract via a contract modification signed by the Contracting Officer.
Fertilizer Specification
The Contractor shall provide liquid urea ammonium nitrate (32-0-0) fertilizer. This fertilizer shall be standard industry formulation for this type of fertilizer. The fertilizer shall be in liquid form for application to aquatic lake ecosystems.
Initial Testing Requirement
The Offeror shall provide with their quote an independent laboratory analysis verifying the nutrient levels of the fertilizer (32-0-0) in percent of each nutrient and all trace metals in parts per million for the product being offered.
Of concern to the Government are the levels of arsenic, zinc, cadmium, and other trace metals or contaminants that may be contained in the liquid fertilizer that is to be applied. The formulation for this fertilizer should have the lowest levels of these metals and other contaminants as possible.
Laboratory analysis shall comply with analytical and sampling test methods described in the latest version of U.S. Environmental Protection Agency’s publication SW-846, “Test Methods for Evaluating Solid Waste, Physical/Chemical Methods.” Specific tests and target maximum levels of metals are described in Attachment 1 of this specification. Generally accepted alternative test methods may be acceptable, as long as the required levels of accuracy are demonstrated and achieved.
Subsequent Testing Requirements
Additional laboratory reports are required, not less than one week prior to delivery for, each subsequent load of fertilizer requested, or, alternately, the Contractor may provide attestation that that the material being delivered is from the same unaltered source and pick up point as a previously tested and accepted product.
FERTILIZER STORAGE
Tank Specification
The Contractor shall provide one or more storage tanks to hold delivered fertilizer at Dworshak Project. The Offeror shall provide with their quote photos, cut sheets, and/or other appropriate documentation necessary for the Government to determine whether the storage tanks offered meet all requirements listed below.
Capacity. Total capacity shall be minimum 9,000 gallons and maximum 10,000.
Quantity. If more than one tank is supplied, the setup must be configured so that only one filling/dispensing location is required (separate dispensing on multiple tanks will not be accepted). Storage tanks shall meet State of Idaho standards for fertilizer storage.
Sight Gauge/Safety Valve. Tank(s) shall be equipped with a sight gauge with safety valve, for convenient and accurate visual tracking of product levels and to ensure minimal loss of product in case of a hose leak or break.
