Amendment 4 is issued correcting formulas contained within Attachments L-4 and L-5.  Within the solicitation document, changes are identified by a brown bar in the right hand margin.

This is a courtesy notice to notify offerors that Amendment 3 to the solicitation is anticipated to be issued by Wednesday, 11 September.  With issuance of that solicitation the response date will be extended to 24 September 2019, 2:00pm, there will be updates to the solicitation/solicitation documents, in addition to providing answers to residual questions received by the government.

The following documents, which constitute Amendment 2, have been updated to reflect updates and clarifications initiated by offerors' questions submitted through Attachment L-1: Amendment 2, Exhibit A CDRLs A0001-A0012, Attachment 4 List of Key Personnel, Attachment L-2, Attachment L-3, Attachment L-4. Within the amendment document, Attachment 4, L-2, L-3, changes are identified by a bar in the right hand column. Exhibit A and L-4 do not have the changes marked.

This notice is the formal request for proposal (RFP) for the Follow-on Technical Support (FOTS) requirement previously notified under a Special Notice with the same solicitation number.

The scope of this requirement supports the NAVSEA Foreign Military Sales Program, providing eligible foreign customers access to a broad range of U.S. Security Cooperation Solutions and Follow-On Technical Support (FOTS);  e.g. sustainment materials, system upgrades, system integration support, training, and other related type efforts associated with the transfer and acquisition, operation, and maintenance of naval vessels, systems, and ship support infrastructure.

This is an unrestricted solicitation with a mixture of cost-plus-fixed-fee, cost, and firm-fixed price CLINs.  The resulting RFP will result in a single award Indefinite-Delivery-Indefinite-Quantity contract. Composite labor rates and indirect rates will be fixed at the contract level for each year of the contract, and the IDIQ period of performance will be five years from date of award.

All requirements are as specified in the attached documents.  Offerors should read all documents in their entirety to understand the technical requirements and what is required to be submitted in response to the RFP. 

Only questions received in writing using the template provided as Attachment L-1, within the timeline and terms identified in the solicitation, will be answered.  Cost proposals are required to be submitted using Attachment L-4.
