Description

NOTICE OF INTENT TO SOLE SOURCE

  1. On behalf of the Sexual Assault Prevention and Response Office (SAPRO), the Defense Human Resources Activity (DHRA) Operations (D-Ops) is issuing this Notice of Intent to Sole Source under the authority of 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements for the Department of Defense (DoD) Safe Helpline.
  2. The Government intends to negotiate with only one source and award a firm-fixed price (FFP) contract to Rape, Abuse & Incest National Network (RAINN), 1220 L. Street NW Suite 505, Washington, D.C. 20005, for DoD Safe Helpline services on or about May 2023. SAPRO requires support services for the Department of Defense (DoD) Safe Helpline, which is a secure national sexual assault online and telephone customized hotline that provides crisis intervention tailored to the unique needs of military sexual assault victims for members of the DoD community and Service members. The Safe Helpline is a confidential, worldwide service that provides anonymous, live, one-on-one crisis intervention, support, information, and resources to members of the DoD community who have been affected by sexual assault, in support of the Department’s Sexual Assault Prevention and Response program. Services include a telephone helpline, online helpline, website, text-for-information service, mobile self-care app, anonymous online peer support, resource database for transitioning Service members, intake of reports, publically searchable responder database, follow-up support and self-paced educational courses. The period of performance for services will be a 12-month base with four 12-month option periods. See attached Performance Work Statement (PWS) for a detailed explanation of all required services.
  3. The North American Industry Classification System Code is 624190, Other Individual and Family Services (size standard $12M).
  4. This Notice of Intent to Sole Source is NOT a request for proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be accepted. However, all responsible sources that are capable of meeting the requirements for services as stated in the attached PWS may submit a written proposal, or quotation, which shall be considered by the agency. Written submissions shall clearly support and demonstrate the ability to perform the requirements as stated in the PWS. Responses must be sent to the designated points of contact listed below, by the established deadline. Submissions will be reviewed by the agency to determine if they can meet the service requirements.

6. Deadline for Response: 10:00 AM ET September 2, 2022.

7. Interested contractors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Notice. All costs associated with responding will be solely at the interested party’s expense. All information received in response to this submission that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and submissions to this Notice will not be returned.
