Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02 Effective March 16, 2023.
The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, with a small business size standard of $34 Million. The product or service code is J065. The Government will award a firm-fixed price (FFP) contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the Government (as determined by the solicitation evaluation criteria).
The Network Contracting Office 1 is seeking to purchase Sterilizers and Cart Cleaning Services.
All interested companies must provide quotation for the following services:
STATEMENT OF WORK
CLEANING STERILIZER AND LOADING CART IN THE STERILE PROCESSING DEPARTMENT
BACKGROUND
The Sterile Processing Service department at VA Boston Healthcare System is requesting a cleaning service contract for the Sterilizers and Loading Carts. The cleaning will be for Sterilizer and loading carts for Brockton, West Roxbury, and Jamaica Plains.
OBJECTIVES
The contract effort goals are to support the cleaning of the Sterilizer s and loading Cart as illustrated in section G throughout the total contract period at the VA Boston Healthcare System. Objectives to meet the support goal include bi-monthly cleanings, full cleaning coverage by providing all cleaning materials, labor, travel expenses, tools, and other incidentals necessary to properly clean the listed equipment according to the manufacturer s recommendations throughout the term of the contract.

FSE Field Service Engineer. A person who is authorized by the contractor to perform cleaning services on the VABHS premises.
SR Service Report. Documentation of the services rendered for each incidence of work performance under the terms and condition of the contract.
Acceptance Signature Signature of VA employee who indicates FSE demonstrated service conclusion/status and User has accepted work as complete/pending in SR.

SCOPE OF WORK (TASKS FOR SERVICES)
The contractor is required to provide Semi-Annual service. The contractor will meet the following requirements as bulleted below, the Contractor must:
PERSONNEL
All cleanings must be scheduled ahead of the date of service and confirmed by the service and HTM in order to guarantee appropriate precautions are taken.
SERVICE MANUALS
The VABHS shall not provide service manuals or IFUs to the contractor. The contractor shall obtain, have on file, and make available to the FSE(s) all operational and technical documentation and IFUs, which are necessary to meet the performance requirements of this contract. The location and listing of the service data manuals, by name, and/or the manuals themselves shall be provided to the CO upon request.
Complete Clean - Chemical cleaning process specifically designed to remove rouge, iron, copper and other mineral deposits that build up on the chamber walls.
Environmentally Friendly - Approved chemicals are filtered and neutralized prior to disposal. This allows for safe disposal in any sanitary drain system.
Non-Abrasive - No grinding, blasting, or polishing. This helps maintain the integrity of the sterilizer chamber surface.
Passivation - Through the chemical makeup we've developed a process that not only
cleans the chambers but also provides a passive layer to the chamber walls that some sterilizers lose over time and/or through abrasive cleaning techniques.

CLEANING EQUIPMENT
The Contractor shall provide all cleaning equipment needed to meet all the performance requirements of this contract as it correlates to the recommended cleaning procedures outlined in the OEM s Routine Maintenance Manual.
SERVICE DOCUMENTATION
At the conclusion of each cleaning, the Contractor shall provide a written or digital service report within 3 business days indicating:
Date(s) of service
Make, model, serial number, and barcode/ID number of the equipment serviced
Name of FSE who performed the work
Hours worked
Before cleaning and after cleaning pictures of the equipment and cleaned surfaces.
Notable Issues - Prior to cleaning the sterilizer our team meticulously examines the sterilizer chamber for any damage, functionality issues, broken, lose or missing hardware, that are noted and documented in our VSR.
Before and After Pictures - Our team captures images to accurately show the level of mineral deposits, scale, and rouging that are found on the chamber walls. Our "After Pictures" show the quality of our service and attention to detail. Based on the level of buildup that is found, we also provide cleaning frequency recommendations.
Documentation for Joint Commission - Our Visual Service Reports include Serial Numbers for every unit that we service, which can be used for service history documentation.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
