Description
The USPFO for VT intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for various Sustainment, Restoration, Modernization projects at the 158th Fighter Wing, Vermont Air National Guard Base located in South Burlington, Vermont.
Project work includes modifying existing 1,800 sf facility utilizing conventional construction methods to accommodate the mission of the facility. Facility will receive all required HVAC modifications to allow safe storage of HAZMAT to include heating, ventilation, air conditioning, ventilation, and related controls. Demolish, remove, and dispose of existing HVAC systems (including mixed air unit, fan coils, unit heaters) and associated ductwork/piping and electrical work as noted in project drawings and specifications. Install new HVAC systems, to include required electrical connections to existing panels and new controls connecting to existing base’s Direct Digital Control (DDC) network as noted in project drawings and specifications
The contract duration is 365 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39.5 Million. The magnitude of construction is between $250,000 and $500,000.
Your attention is directed to FAR Clause 52.219-14(e)(3) LIMITATIONS ON SUBCONTRACTING (DEVIATION 2021-O0008) (Sep 2021), which states “ By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for, General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”.
The tentative date for issuing the solicitation is on-or-about 21 June 2022. A pre-bid conference will be held at the Vermont Air National Guard Base in South Burlington, VT. The date, time, building location, pre-registration, and base access requirements will be detailed in the solicitation. Interested contractors are encouraged to attend. A site visit will follow the pre-bid conference. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov.
