Harbor Seal Squeeze Crate

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC), Woods Hole, Massachusetts, requires to procure one (1) harbor seal squeeze crate to be delivered no later than 31 October 2022 to support the NEFSC scientific operations (aquarium support) as specified in the solicitation and statement of work. 

The purpose of this announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204.  This is not a solicitation.  No response is requested at this time.  A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work, site visit and instructions to offerors.  The formal solicitation is expected to occur on or around 5 August 2022; hard copies of the RFQ will not be issued. 

INTERESTED PARTIES ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. 

The solicitation will be issued as a 100% small business set-aside.  The NAICS code is 332999 with a size standard of 750 Employees. 

Description of Requirement:  Required Specification are incorporated into the Statement of Need identifying the government’s Go/No Go requirements to be utilized for evaluation purposes.  Delivery location of requirement:  NOAA/NMFS/NEFSC/Aquarium, 166 Water Street, Woods Hole, MA.  02543-1026.

Required Delivery Date:  No later than 31 October 2022.

Solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2022-06, effective May 26, 2022. 

This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Procedures.  The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the Best Value based on price and non-price evaluation factors (Price & Technical Specifications).  The solicitation number is 1333MF­22­Q­NFFM-0049; Hard copies of the RFQ will not be issued.

It is incumbent upon the contractors to monitor the SAM Federal Contract Opportunities site all subsequent amendments. The anticipated award date will be on or about August 19, 2022. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 and FAR Part 13 (Commercial Acquisition)). All responsible small business concerns/sources may submit a quote which shall be considered by the agency.
