Description

The Custer Gallatin National Forest intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract for the construction of the Yellowstone Shortline Trail #611 Rails to Trails Project. The project will generally consist of converting 8.75 miles of existing abandoned railroad grade to an accessible trail between West Yellowstone, MT and the Idaho/Montana border near Reas Pass. Work involves reconstructing the railroad subgrade, constructing 3 steel truss trail bridges (85’, 80’, and 70’ long) with precast concrete footings, installing a Government furnished timber bridge (32’), and constructing a 10’ wide paved accessible trail.  Other work includes reconditioning approximately 5 miles of access roads to the project sites, constructing 2 staging areas, barricades, moving a gate, and signs. In addition to the base work described above the solicitation will include Government options for: 1- Paving between MP 3.37 and MP 5.67; 2- Paving between MP 5.67 and MP 8.772; 3- Obliteration of 5,800 LF of abandoned road.

Per Federal Acquisition Regulation (FAR) 36.204 the estimated magnitude of the project is between $1,000,000 and $5,000,000.

The applicable North American Industry Classification System (NAICS) code for this project is 237990. This is a total small business set aside with a small business size standard of $39.5 million.

Your attention is called to FAR Clause 52.219-14 Limitations on Subcontracting as this clause will be applicable due to the magnitude and total small business set aside.

FAR Clauses 52.236-2 Differing Site Conditions and 52.236-3 Site Investigations and Conditions Affecting the Work will both be included in the solicitation and subsequent award. Accordingly, potential offerors are urged and expected to inspect the site where the work will be performed.
