76--Intent to Sole Source Library Journal Management

The Department of the Interior (DOI) ¿ Bureau of Land Management (BLM), National Operations Center (NOC), in support of Library Services intends to award a Firm Fixed Price contract on a sole source basis to Elsevier B.V, under the authority as prescribed in FAR 13.106(b)(2). The requirement is for the purchase of Journal Subscription Management.
Based on Market Research, Elsevier B.V, is the only company that provides Journal Subscription Management for the ScienceDirect Standard Collection.
The North American Industry Classification System (NAICS) for this requirement is 513120 and the size standard is 1000 employees.
