CENTER OF STRATEGIC LEADERSHIP
ENVIRONMENT RESEARCH FELLOW AND WARGAME DEVELOPMENT
The Department of Strategic Wargaming (DSW) will utilize the skills provided by a contracted environmental security research fellow and a contracted wargame developer, to conduct research and develop a wargame focused on the future
human security impact on the indigenous base workers at Kwajalein Army Garrison in the Marshall Islands, as defined in this Performance Work Statement (see PART 5,Specific Tasks), to support research and the design and development of a wargame.
The Center for Strategic Leadership has not previously procured contractor support for environmental research or wargame development.
CURRENT REQUIREMENT.
Lot 1: The contractor will have the title of
Environmental Security Research Fellow. This contractor will work closely with the lead
principal investigator, Dr. Michele Devlin, on conducting research into the future human
security impact on the indigenous base workers who comprise the primary workforce for
Kwajalein Army Garrison in the Marshall Islands, and the likelihood that these critically
needed workers will remain in the Marshall Islands as it becomes submerged under
rising ocean levels. These workers are expected to experience a number of negative
human security issues that could have second and third order effects for the US Army
civilian workforce over the next 20 years as sea levels rise on Kwajalein and the
neighboring island of Ebeye, home to most of these base workers. The contractor will
be required to participate in research team forming, conduct of research, end of
research written report delivery and a final oral presentation(s).
Lot 2: The contractor
shall work with Professor of Environmental Security to determine the scope of a
professional wargame. Additionally, the contractor will leverage the work of the
researcher in Lot 1 in refining the scope of the wargame. The scope of the wargame
shall, at a minimum, include the elements of a wargame as defined in the USAWC
Strategic Wargaming Series Handbook, i.e., a Problem Statement, a Purpose
Statement, a statement of Objectives, and a statement of Research Questions
(collectively known as PPOR) to be addressed by the game. Estimated cost is
$250,000.00 for the period of performance, which shall be a 12-month period, starting
11 September 2023.
