To All Prospective Offerors:

The United States Government, represented by the U.S. Agency for International Development (USAID) anticipates awarding one Cost-Plus-Fixed-Fee (CPFF) completion contract with an estimated period of performance of five (5) years for the implementation of the Empower Southern Africa (ESA) activity.
Subject to availability of funds, the estimated cost range for this contract is between $75,000,000 - $85,000,0000.
The procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, and nonprofit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) Part 15 apply.

Section L of the RFP sets forth all instructions for the preparation and submission of required proposal content, including critical dates/times for the submission of questions, and the proposal submission closing date and time. Section M states the criteria by which proposals will be evaluated.

Issuance of this solicitation does not in any way obligate the U.S. Government to award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the U.S. Government. USAID reserves the right to award this
contract without discussions.
