Notice of Intent to Sole Source - iSToRE

Under the authority of FAR 6.302-1, NGA proposes a sole source contract extension for one year comprising of a nine-month base period and three-month option period, under contract number HM157214C0002, to allow for the current performance to come to a logical transition period and for the solicitation and award of a new competitive contract.

The present contractor, BAE Systems, is the only vendor capable of continuing the highly specialized services required to develop and maintain the iSToRE program without incurring a break in service while the Government conducts a competitive acquisition for a follow-on contract (FAR 6.302-1(a)(2)(iii)(B) Unacceptable delays in fulfilling the agency’s requirements). The highly specialized capabilities provided by BAE Systems under the iSToRE program include performing software enhancements and services required to expand, sustain, and support development of the software baseline capabilities. The Government requires additional time beyond the current period of performance to conduct a competitive follow on contract for the program.

The iSToRE contract was awarded in the fall of 2014 through a competitive source selection and included a base period (12 months) and seven (12 month) option periods. A modification was awarded on 21 September 2022 to extend the period of performance an additional 12 months until 28 September 2023. The scope of the current work and extension of the iSToRE contract consists of two elements: (1) integration and deployment of the contractor’s software application (known as iSToRE) and (2) O&M labor for configuration support.

This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
