Description

DP3’s POV program supports movement and storage of privately-owned vehicles (POVs) belonging to military personnel, dependents, Department of Defense (DoD) civilians and other authorized persons. The overall scope of this program is to provide for the receipt/delivery, processing, and transportation of POVs from point of receipt to final delivery of vehicles at Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations worldwide. 

The United States Transportation Command (USTRANSCOM) Defense Personal Property Management Office (DPMO) has a continued requirement for a fifth iteration of this program. The requirement calls for prospective contractors to possess the following capabilities:

  • Operate multiple vehicle processing centers (VPCs)
  • Provide entitlement counseling
  • Prepare POVs for shipment
  • Ensure all necessary agriculture and customs clearances are accomplished
  • Arrange for and/or provide inland and ocean transportation of the POVs between VPCs and other worldwide designated or directed locations
  • Provide in-transit visibility (ITV) of all POV shipments.
  • Provide storage of POVs in support of permanent change of station (PCS), deployment, mobilization, and unit move orders
  • Resolve POV inconveniences, and/or damage claims and can accept converted government paid POV storage to the contractor’s commercial account upon Service Headquarters’ (HG) determination.

Purpose:  The purpose of this industry day is to provide an open forum for potential offerors to discuss the upcoming solicitation with the appropriate Government representatives.  The meeting will encompass a briefing on the program’s history, an in-depth discussion of the requirements, and an overview of the drafted performance work statement (PWS). In addition, there will be a discussion outlining the acquisition strategy and the proposal submittal process. Following those discussions, USTRANSCOM will be conducting optional fifty (50) minute one-on-one scheduled sessions. Scheduled sessions are on a first sign-up basis and will be conducted in the afternoon hours on 8 September 2022.

Our goal throughout this event is to ensure synergy between DoD and Industry representatives by engaging Industry professionals in efforts to gain a better understanding of recent Industry developments to assure that the Government’s solicitation represents the requirement to the best of its ability.

Who should attend?  All industry partners interested in this program are invited to attend. However, due to space constraints pre-registration is required.
