Description

This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number FA8604-24-R-B004 is issued as a Request for Proposal (RFP). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-03/02-23-2024 and DPN 20240326. The NAICS CODE for this solicitation is 333922. This acquisition will be for Full and Open competition in accordance with FAR Subpart 6.1, all responsible sources may compete.
This RFP has 6 line items. The performance, design, fabrication, installation, and test requirements for the In-Transit Mentions Facility upgrade at Travis Air Force Base, California. All solicitation specifications/drawings will be posted at the following location: http://www.SAM.gov.
Contract Completion is required within 360 days from date of award. FOB point is Destination (e.g., Travis AFB, CA). Evaluation will be based on Lowest Price Technically Acceptable (LPTA).
The contractor must be registered in SAM prior to award. The government will make an award from this request for proposal to the technically acceptable, responsible offeror whose proposal offers the lowest price to the Government. The Government reserves the right to not make an award at all.
A Pre-Proposal Meeting will be held on Wednesday, 17 April 2024 at 1:00 PM PDT. Details below.
RSVP – All personnel wishing to attend the pre-proposal meeting must RSVP to Samantha Ekberg samantha.ekberg@us.af.mil, by 5 Apr 24 before 1PM EDT.
Base passes - All personnel attending shall obtain a base pass to Travis AFB if they do not already have one. Send the below information to Samantha Ekberg samantha.ekberg@us.af.mil, by 5 Apr 24, before 1PM EDT.
U.S. citizens - Full name as appears on state issued ID, date of birth, and SSN. Must bring state issued ID for base access.
Non-U.S. citizens - Full name as appears on passport, passport number, passport country of issue, and date of birth. Must bring passport for base access.
Date/time – The pre-proposal meeting is scheduled for 17 Apr at 1 PM PDT. While unlikely, the scheduled pre-proposal meeting may be delayed to later in the day or to the next day due to inclement weather. For example, all personnel must evacuate the bunker area when lightning has been spotted nearby.
Meeting Point – Personnel attending the pre-proposal meeting shall meet at Building 977 which is located at 90 Ragsdale St, Travis AFB, CA 94535. The meeting point is near the flagpole. This building is not in the bunker area so visitor with a base pass may drive to this location.
Escorts – Visiting personnel must be escorted the entire time while in the bunker area. Personnel shall not stray away from the escorts.
Photography - Cell phones, smart watches and similar items with wireless technology are not allowed in the bunder area. Digital cameras without wireless connections are highly recommended for taking photos. Photography in the bunker area will be limited to equipment and conditions relevant to the acquisition. Attendees shall take photos when approved by the escorts. Government personnel shall review and approve all photos taken prior to leaving the bunker area. All unapproved photos shall be deleted prior to leaving the area.
All proposals are due by 4:00 PM EDT on Monday 20 May 24.
Any proposal, modification, or revision that is received at the designated Government office after the exact time specified for receipt of proposals is “late” and will not be considered.

To ensure a competitive balance, at the Contracting Officer’s discretion,

Be advised that offerors are not permitted to deliver proposals in-person.
No telephone, written, e-mail or fax requests for documents will be accepted; all interested offerors must download their own documents from the internet - no exceptions. All interested offerors are requested to register for this solicitation.
The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation the Government has no obligation to reimburse an offeror for any costs.
