This notice is for informational purposes only and is not to be construed as a commitment by the Government. The Government intends to pursue a sole source award to Eduardo Mandry/Yela Farms, under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements".
All responsible sources who believe they can provide the services listed may submit, in writing to the identified point of contact, a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 2 days of this notice. No telephone calls are being accepted.
The USDA, ARS, Cropping Systems Research Laboratory, 3810 4th Street, Lubbock, TX 79415, has a need for sowing of 2.2 acres (approximately 2200 individual plots) for the cultivation and seed increase of sorghum breeding lines to be used for summer research trials in Guayanilla, Pureto Rico and intents to award a firm fixed price contract to Eduardo Mandry/Yela Farms, Road 335 KM 11.9, Guayanilla, Puerto Rico, 00656.
The unique requirements are:
The project requires the sowing of 2.2 acres (approximately 2200 individual plots) for the cultivation and seed increase of sorghum breeding lines to be used for summer research trials. Trial size and plot number may vary each year. Farm must have the ability to sow individual plots, perform all duties necessary for optimal growth and grain yield of plants, including but not limited to irrigation, fertility, weed and pest control, and harvest. Harvest includes sorghum head collection, threshing, drying, and shipping harvested material back to Lubbock, Texas duty station. In-season management must be according to best practices for sorghum production at the location and be amenable to input from USDA partners. Additionally, facility must allow for USDA scientists to work on-site to perform genetic crosses, plant agronomic evaluations, and end of season harvest. Contract will be for one base year and four option years.
