Description

Revision 3 updates the RFP and SF33 and also provides Government responses to all vendor questions received. - February 20, 2020. All other information remains unchanged.

Revision 2 to RFP and SF 33 - February 19, 2020 - This revision changes the Government response date to questions to February 20, 2020 and also changes the Proposal submission date to 1pm CST on March 4, 2020.  all other infromation remains unchangd.

The purpose of this procurement is to acquire the information that the FBI requires to proactively identify threats to the United States and its interests through a means of a social media alerting service. Through the resulting contract vehicle, the Federal Bureau of Investigation (FBI) shall obtain early alerts on ongoing national security and public safety-related events through lawfully collected/acquired social media data. The mission-critical capitalization of open source social media data from multiple platforms will enhance the Bureau’s awareness of and ability to respond to an ever growing and diverse range of threats to U.S. National interests.

Social media platforms are often used as the first means of alerting to various threats, natural disasters, and crimes; sometimes before the authorities are called. Through this procurement, the FBI seeks to acquire a Commercial-off-the-shelf (COTS) social media alerting tool that will allow for the receipt of publicly available data from social media platforms. The intent is not to "scrape" or otherwise monitor individual social media activity. Instead, the requirement seeks to identify an immediate alerting capability to better enable the FBI to quickly respond to ongoing national security and public safety-related incidents.

The Government anticipates awarding a Firm Fixed Price contract. The anticipated period-of-performance is a base year and four one-year option periods. The Period of Performance is April 30, 2020 - April 30, 2025.
