Description
1.0 Description
This Sources Sought is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or intent to issue a RFQ in the future. This Sources Sought does not commit the Government to contract for any service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought; therefore, all costs associated with responding will be solely at the interested party’s expense. Not responding to this Sources Sought does not preclude participation in a future RFQ, if one is issued. It is the responsibility of the potential offeror to monitor www.SAM.gov for additional information pertaining to this requirement.
2.0 Background
The DoD libraries requires a database that combines the best reference content with age-appropriate videos, newspapers, magazines, primary sources, and much more. Categories should cover a range of the most-studied topics including cultures, government, people, U.S. and world history, literature, and many more. It provides engaging reference, periodical, and multimedia content supporting national and state curriculum standards for grades 6 to12 in language arts, social studies, and science. Middle school students will benefit from an interface that delivers a combination of the highly visual design and navigation preferred by younger users as well as the authoritative content and user-focused tool set needed to support middle school assignments and coursework.The product characteristics are listed below;
- Middle School database provides engaging reference, periodical, and multimedia content supporting national and state curriculum standards for grades 6 to 12 in language arts, social studies, and science. Middle school students will benefit from an interface that delivers a combination of the highly visual design and navigation preferred by younger users as well as the authoritative content and user-focused tool set needed to support middle school assignments and coursework.
- Must provide over 300 topic pages provide content that supports national and state curriculum standards for grades 6 to 8 in English language arts, social studies, and science.
- Must provide content that is written explicitly for middle school students on a variety of topics, including government, U.S. and world history, geography, literature, science, and social issues.
- Must be able to accommodate different learning styles and provide feature a variety of nonfiction, informational text, and formats, including books, images, audio, video, newspapers, primary sources, and more to support learning.
- Must provide authoritative information/content that is provided from proprietary Gale, UXL, and Lucent Books® titles and from leading sources, such as National Geographic, NPR, NASA, AP Video news, and more.
- Must have a database has a discovery layer, the ability to sort by source types and publication date, subject thesaurus, and viewed in HTML or PDF.
- Search functionality should be by keyword, Boolean/phrase, options to limit by keyword or phrase, capability to cite, export, and Permalink functionality sustainable URL to return to original article.
- Must be able to provide customer convenience services that should include online help, search and browse, option to save, print, and email information, and save search histories and results. Access to information should be seamless, minimal response time between query initiation and query results, and search results within 5-10 seconds.
- Must be able to interface with all 4 service branch library and Military OneSource websites using industry standard authentication methods to ensure only eligible patrons can access resources from any internet connected computer browsers and mobile devices.
- Must work with contract POC to establish authentication methods to provide optimal accessibility for all eligible patrons.
- Security between the Website and server must be Transport Layer Security (TLS) 1.3
- Must be able to supply or allow retrieval of database usage statistics by Branch of Service (Air Force, Army, Marine Corps, Military OneSource/Other, and Navy)
- Must have HTTP Strict Transport Security (HSTS) with long duration deployed on the servers to mitigate/prevent man-in-the-middle attacks
- Website certificates should be RSA 2048-bits (SHA256withRSA)
3.0 Requested Information
Vendors responding shall specify that they can meet the requirement and provide detailed company information to show clear technical capability. Please provide the following information:
· Company Name, Address, UEI and CAGE
· Identification of business size and whether currently designated as a small business and the appropriate categories (small business, small, disadvantaged business, 8(a), service-disabled veteran-owned small business, veteran-owned small business, woman-owned small business, HUB zone, minority-owned, etc.)
