Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Part 13.105, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2022-07 effective 10 August 2022, Defense Procurement Notice 20220623, and Air Force Acquisition Circular 2022-0722 effective 01 July
2022. This procurement is being issued as a small business set-aside. The North American Industry Classification System Code is 238210 with a size standard of $16.5 Million. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.

This acquisition is being solicited as Total Small business set aside in accordance with FAR Subpart 19.502-2. Only quotes submitted for the NAICS is 238210 (Electrical Contractors and Other Wiring Installation Contractors) will be accepted by the Government. FAR 52.212-2 Evaluation -- Commercial Products and Commercial Services (Nov 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical capability of the service offered to meet the Government requirement;
(ii) price;
The lowest priced offer will be evaluated for technical acceptability. If found technically acceptable award will be made without further consideration. If found technically unacceptable the government will evaluate the next lowest offer for technical acceptability until award can be made to the lowest priced technically acceptable offeror. Past Performance will not be evaluated. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
This will be a lowest price technically acceptable purchase. Technical acceptability – at a minimum – will consist of meeting all characteristics, including those above and all items listed in Attachment 1 (Performance of Work Statement).
Quote Preparation Instructions. Please respond to this RFQ by emailing response to: A1C Eric Armah at Email: eric.armah.gh@us.af.mil, TSgt Willard Marshall at Email: willard.marshall@us.af.mil, and Contracting Officer, Ryan Olson at ryan.olson.10@us.af.mil no later than 4:00 P.M. CST, 5 September, 2022 – Monday (or sooner if possible) in order to be considered timely. Offerors response to this RFQ shall include both a Price Quote and a Technical Quote. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is finalized, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received. If you are interested having a site visit, fill up the attached EAL by Monday, 29 August, 2022.
