The purpose of this SAM.gov notice, is to provide interested Industry parties with insight for the Government’s current requirement and draft Request For Proposal (RFP) format.

 -  Please note the Government is not seeking proposals at this time.

The Government is currently planning on a 100% competitive small business set-aside, for award of a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Cost Plus Fixed Fee (CPFF) Services.

 -  Due to the planned competitive award of this requirement, to uphold all Offerors have a fair and equal chance to compete, at this stage the Government will not provide meetings or teleconferences with single interested Industry parties. If circumstances arise such that discourse with Industry parties is deemed beneficial to the award process for this requirement, the Government will arrange a publicly available conference.

Industry responses to this draft RFP will be considered for refining the requirement description and acquisition method. Providing feedback will not affect an interested party's capability or evaluation in later proposing to the official solicitation. The acquisition method and contract type, requirement size ($ value, labor positions, length of contract in years), and other requirement details are current estimates and may change. The Government will not provide compensation for provided feedback to this SAM.gov notice.
