BAIT FOR SHARK SURVEY, FROZEN AND STORAGE

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC), Narragansett, Rhode Island, requires to procure Shark Bait, frozen and storage to be delivered no later than 6 April 2023 to support the NEFSC scientific operation (2023 Shark Survey) as specified in the solicitation and statement of work. 

The purpose of this announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204.  This is not a solicitation.  No response is requested at this time.  A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work, site visit and instructions to offerors.  The formal solicitation is expected to occur on or around 28 July 2022; hard copies of the RFQ will not be issued.

The solicitation will be issued as a 100% small business set-aside.  The NAICS code is 114111 with a size standard of $20.0M. 

Description of Requirement:  Required Specification are incorporated into the Statement of Need identifying the government’s Go/No Go requirements to be utilized for evaluation purposes.  Delivery location of requirement:  NOAA/NMFS/NEFSC/Population Biology, 28 Tarzwell Drive, Narragansett, Rhode Island 02882

Required Delivery Date:  Keep Frozen in storage and deliver no later than 6 April 2023.

Solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2022-06, effective May 26, 2022. 

This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Procedures.  The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the Best Value based on price and non-price evaluation factors (Price & Technical Specifications).  The solicitation number is 1333MF­22­Q­NFFM-0048; Hard copies of the RFQ will not be issued.

It is incumbent upon the contractors to monitor the SAM Federal Contract Opportunities site all subsequent amendments. The anticipated award date will be on or about August 15, 2022. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 and FAR Part 13 (Commercial Acquisition)). All responsible small business concerns/sources may submit a quote which shall be considered by the agency.
