N00164-23-Q-0120 – Shock Testing – FSG H259 - NAICS 541380
ISSUE DATE 30 MAR 2023 – CLOSING DATE 13 APR 2023 – 4:30 PM Eastern Time
ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for Grade B shock testing of UAS. NSWC Crane Division intends to enter into a Firm Fixed Price service contract IAW FAR 13, Simplified Acquisition Procedures that is 100% set aside for small business.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov.
Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via https://sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. The controlled attachments will be posted at the same time the solicitation is posted.
This solicitation is being issued pursuant to the procedures at FAR Part 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-23-Q-0120 is hereby issued as an attachment hereto.

AMENDMENT 0002:
Amendment N0016423Q0120-0001, extended the original closing to May 11 2023 @4:30PM EST. This closing date of May 11 2023@4:30PM EST remains unchanged. Amendment N0016423Q0120-00002 is for clarification and revision to the original Statement of Work (SOW), Revision to CLIN 0001 Requirement Additionally, Equipment Mounting applicable draw ings have been incorporated as attachments.
Vendors must be Joint Certification Program (JCP) certified to view Distribution D drawings.
Grade B shock testing of UAS hardware at a frequency of 25HZ. The Equipment to be tested: UUT) at a frequency of 25HZ. The UUTs shall be mounted on the deck of a Floating Shock Platform (FSP) and testing shall consist of four standard shots in accordance w ith MIL-DTL-901E Table XIII. 1) UAS Launcher Unit, 2) UAS, Recovery Unit, 3) UAS Directional Antenna, 4) UAS Equipment Mover, 5) UAS Air Vehicle Transit Case, 6) Server Rack Assembly with Installed Equipment.
All testing shall be in accordance w ith MIL-DTL-901E and Statement of Work (SOW).
AMENDMENT 0003:
This amendment is to extend the closing date to June 1 2023 COB 4:30 EST. Ad additional amendment will follow to include additional documentation, clarifications, possible additional draw ings, and w ill provide information pertaining to a Q&A session to be offered at a date specified on that amendment.
