Description
This announcement constitutes the Request for Proposal (RFP) for the KC-46 Support Equipment Multiple-Award Indefinite Delivery Indefinite Quantity (ID/IQ) Contract ("KSE").
The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), KC-46 Division (WLC), is soliciting proposals for the KSE ID/IQ Contract.
In accordance with the attached Section L, Instructions, Conditions and Notices to Offerors, Paragraph 2.7.9, dated 16 November 2022, proposals in response to this RFP are due no later than 4:00pm EST on 6 January 2023. Proposals received in response to this RFP will be evaluated in accordance with the attached Section M, Evaluation Factors for Award, dated 16 November 2022.
The Government will accept questions regarding this RFP. Please submit questions using the attached Comment Resolution Matrix to the below-listed POCs by 4:00 pm EST on 23 December 2022. The answers will be posted to SAM.gov under this announcement.

NOTE: If you intend on providing a proposal in response to this solicitation, please do not send it via email. Per Section L, paragraph 2.7.8, “All volumes must be received via DoD SAFE. In order to submit via DoD SAFE, a drop-off request is required. In order to receive a DoD SAFE drop-off, email the Contracting Officer or Contracting Specialist listed in paragraph 2.1 above no more than 14 calendar days and no less than three (3) calendar days prior to proposal submittal date”.
Based on this information, all Offerors must request a DoD Safe Drop-off Code no later than 4pm (EST) on 3 January 2023. The DoD Safe Drop-off code will be valid for 14 calendar days after you receive them.

- Proposal due date on cover letter of solicitation has been updated to 6 Jan 2023 to match the Sam.gov posting. Amendment FA860923RB0010001 reflects this change in proposal due date.
- Solicitation number has been updated to FA860923RB001, it replaces (Solicitation FA860922RB002). This change in solicitation number does not affect any of the existing attachments still referancing FA860922RB002.
