Description

The U. S. Army Corps of Engineers, Galveston District Office requires a contract for Corpus Christi Ship Channel, in Nueces County, Texas. 

The solicitation will be issued as an Invitation for Bid (IFB) and evaluated in accordance with FAR Part 14. The IFB will result in the award of a single Firm Fixed Price (FFP) construction contract. Prior Government contract work is not required for submitting a response to the solicitation.

The work in this solicitation is being issued as an unrestricted procurement for maintenance dredging for Corpus Christi Ship Channel (CCSC), Texas Inner Basin to Viola Turning Basin and Ricon Canal.

Currently, no Pre-Solicitation Conference is scheduled for this solicitation. If the Government elect to hold a Pre-Solicitation Conference, the announcement will be modified accordingly. Currently, there is no organized site visit planned for this solicitation. If the Government does decide to have an organized site visit, all details will be disclosed in the solicitation.

There are options CLIN’s that have been identified, at this time. In accordance with FAR 36.204 and DFARS 236.204 the estimated magnitude of construction project is between $5,000,000 and $10,000,000. The projected period of performance for completion of construction is 168 days from Notice to Proceed (NTP).

The solicitation will be available on or about March 13, 2024 all bids will be due approximately 30 days later. The solicitation will establish the official opening and closing date and time. Bid Bonds and Payment Bonds are required. Payment Bonds will be required for full amount (100%) of awarded contract. Notice to Proceed cannot be issued until the appropriate bonds are submitted. See FAR Clause 52.228-13.

 The North American Industrial Classification System (NAICS) Code applicable to this project is 237990-Dredging.  The Small Business Size Standard is $37 Million. The solicitation will be issued as unrestricted.

Plans and Specification will be available on the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Bidders may view or download the Invitation for Bid (IFB) and all amendments at the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/ .

Plans and specification will not be available in paper format or on compact disc. It is the offeror’s responsibility to monitor the PIEE Solicitation Model daily (using the above link) for plans, specification, and amendments to the solicitation.

All bids are to be submitted in accordance with Section 00 21 00 of the Solicitation.

Subcontracting Goals for the Galveston District: Small Business percentage of 50% for SB, 7% for SDB, 9% for WO, 4% for HZ, 13% for VO and 5% for SDV.
