Notice of Intent to Sole Source for Multibeam Echosounder Survey Repairs

Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions”.

The US Army Corps of Engineers, New Orleans District, intends to award a sole source Contract to Teledyne Reson, Inc. (Teledyne). The purpose of this requirement is to repair the receiver for the Teledyne Reson T50P multibeam echosounder which requires replacement parts and preventative maintenance. The receiver will be repaired and tested for functionality by Teledyne Marine using proprietary parts. The components for the Seabat T50P multibeam system are proprietary and only available from the original manufacturer, Teledyne Marine. The statutory authority for this non-competitive acquisition is FAR 13.106- 1(b)(1)(i) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements. 

           
A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The size standard as defined by the U.S. Small Business Administration is 1250 employees.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement or response before the notice end date. If no affirmative written responses are received by 10:00 AM (Central Standard Time) on 31 August 2022, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
