Description

AMENDMENT 01:
The purpose of Amendment 01 of W52P1J22R3017 is as follows;
1. Correct the offer due date on Page One to match the date in the Narrative. The Offer Due Date is 06 May 2022 at
01:00 PM CT.
2. Address the following questions from industry;
i. Building 32-550: Can the contractor use concrete to patch/repair where asphalt will be removed for new
underground service?
Answer: The Contractor will bore under the asphalt until the service line reaches the building, and use schedule 80
piping to run the service line.
The contractor will need to cold patch the asphalt at this point.
ii. Building 32-550: Shall the contractor remove existing 3 phase line back to the nearest pole by the main road?
Answer: The 3 phase line will be removed by PBA at a later date.
3. All other terms and conditions remain the same on this solicitation.


The U.S. Army Contracting Command – Rock Island (ACC-RI) is contemplating award of a Firm-Fixed-Price (FFP)
purchase order contract for the repair of High Voltage Equipment at Pine Bluff Arsenal (PBA) in accordance with
the Statement of Work (SOW) contained in this solicitation.
1. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format
in Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Items, and Part 13 –
Simplified Acquisition Procedures, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; a quote is requested, and a written solicitation will not
be issued. This is 100% set aside for small business.
2. This solicitation document, and incorporated provisions and clauses, are those in effect through Federal
Acquisition Circular (FAC) 2022-04, effective 30JAN2022, and Defense Federal Acquisition Regulation
Supplement (DFARS) DPN 20220228, effective 28FEB2022. The complete text of any of the provisions
and clauses may be accessed in full text at www.acquistion.gov.
3. The corresponding NAICS code is 811210; the small business size standard in $8,000,000.00; and the
Product Service Code (PSC) is J059.
4. The repair of High Voltage Equipment at PBA services being requested via this RFQ shall meet all
requirements included in the Statement of Work (SOW).
5. The Government shall hold a Site Visit April 25, 2022. Interested parties shall register with ACC-RI by
April 19, 2022, 1300 CT. Questions from Site Visit shall be submitted by April 26, 2022, 1200 CT.
6. Period of Performance: Vendor shall complete all work in accordance with the SOW and 90 days after
award. All work, deliveries, and acceptance will be FOB destination

8. Vendor shall include a completed copy of the provision 52.212-3 Offeror Representation and Certifications
– Commercial Products and Commercial Services, with the quote. A print-out from www.sam.gov will
satisfy this requirement.
9. This acquisition is not rated in the Defense Priorities and Allocations System (DPAS).
10. Quotes shall be received no later than Friday, May 06, 2022 at 1300 central time. Quotes shall be submitted
electronically to the points of contact listed below.
11. This is not a firm commitment on the part of the Government and does not constitute an order.
