Description

BARDA seeks to establish a partnership with a Consortium Management Firm (CMF) using BARDA’s Other Transaction Authority (OTA) where the CMF will facilitate the establishment and administration of BARDA’s new RRPV.  The RRPV complements BARDA’s existing partnership vehicles (e.g., Broad Agency Announcement [BAA], EZ-BAA) by expanding the mechanisms through which BARDA will partner with product developers prior to and during a pandemic response. This consortium is designed to advance health security, enhance preparedness, and enable a rapid response to the next pandemic or public health emergency, with the ability to leverage all types of OTs authorized for BARDA’s use. BARDA is seeking a CMF capable of assembling, overseeing, and coordinating a consortium of innovators and developers to accelerate medical countermeasures (MCM) product and technology development, regulatory approval, procurement, commercialization, and sustainment to address the varying needs of BARDA to include but not limited to pandemic influenza, emerging infectious diseases, and other biological threats.  The new vehicle is designed and will be leveraged to support future BARDA acquisitions, as BARDA implements new programs in alignment with National (e.g., National Biodefense Strategy, American Pandemic Preparedness Plan [APPP]) and HHS strategies (e.g., ASPR Strategic Plan for 2022-2026, BARDA Strategic Plan, HHS Pandemic Influenza Plan 2017 Update), subject to appropriations and need. The RRPV will foster and accelerate the speed of partnership and provide access to new partners, which will, in turn, enhance innovation and rigorous development of MCM and associated technologies which will further enhance National Health Security preparedness.
