Description

This upcoming acquisition is for an Inventory Management and Monitoring solution to replace the current FuelsManager® Defense IT infrastructure. This solution must provide complete visibility of all Aviation/Ground/Missile Propellent fuels, owned by DLA Energy and stored at Department of Defense (DOD) Military and Commercial locations worldwide. The solution must support all wholesale, retail, and aerospace facilities, of which receive, store or issue DLA Energy owned petroleum products. This will include direct communications and technical assistance with primary Network Administrators including DLA Information Operations Information Assurance (IA), DOD and DLA Command and site Network Administrators and end-users. The contractor will assist DOD and DLA administrators and end users and resolve issues through timely, accurate, and coordinated processes corresponding to all aspects of DLA Energy’s business practices. These services shall support the sustainment of interfaces between current and future DLA applications, to include but not limited to Automated Tank Gauging (ATG), Automated Fuels Service Stations (AFSS), Mobile Automated Fuels Service Station (MAFSS), FuelsManager Defense (FMD), Electronic Point of Sale (EPoS) device, Automotive Information Module (AIM2) and Material Financial Control System (MFCS). The contractor will work as part of an integrated team with Government personnel and other Government contractors supporting these applications.  


The Fuel Depot System (FDS) Inventory Monitoring (FDS-IM) solution must have the following capabilities: 
- Ability to view on-hand tank inventories in real time in a user interface
- Ability to view rolling stock inventories in real time
- The system must have the capability to generate reports displaying quantity and product variables and provide totals based on grade National Stock Number (NSN).
- Provides secure data transfer technology that meets DOD/DLA IT security standards
- Supports Audit Readiness and DOD reporting requirements for validation of source media and transactional integrity.
- Interfaces with external systems shall be negotiated with the interface stakeholders to include the external system owner, J62 and Energy


The Government is anticipating award of a Firm-Fixed Price contract with a base period of performance of three (3) years, and seven (7) 12-month option periods to be exercised at the Government’s discretion, for the potential of a contract of up to ten years. The base period is anticipated to contain up to three (3) contract line items (CLINs). One for Baseline commercial Application Modification / Testing / Production Delivery - Project Management and Oversight IUS 0004, another for Baseline commercial Application Modification / Testing / Production Delivery - Software Application Configuration and Testing IUS 0002, and another for Software Agreement IUS 0003 (to begin after the first year of performance).  The option periods are anticipated to contain up to three (3) CLINS. One for Sustainment and Maintenance - Project Management and Oversight IUS 0004, another for Sustainment and Maintenance – Software Application Maintenance and Technical Support IUS 0003, and another for Software Agreement IUS 0003. The primary place of performance will be at the contractor specified site and/or Off-Site. Personnel shall be available to periodically support meetings at HQ DLA (Fort Belvoir, VA) and/or other field locations based on project needs.
