Description

This Indefinite Delivery Indefinite Quantity (IDIQ) contract is in support of C/KC-135 Engineering

Sustainment Support (ESS). The contractor shall perform all services in the Performance Work

Statement (PWS) to support this ten-year contract described as follows:

Ten-Year Contract, Two-Year Base, and Four Two-Year Options

RFP Information & Instructions:

FIRST: The following CLIN identifier defines the sequence of numbering of line items from year to year.

BASE YEARS 0001 - 0182

OPTION 1 1001 - 1182

OPTION 2 2001 - 2182

OPTION 3 3001 - 3182

OPTION 4 4001 - 4182

SECOND: CLINS XX18 – XX28 are reserved for future use over the life of the 10-year contract. They will

be created when the need arises.

THIRD: The contract minimum order amount is $5 million of recurring engineering services.

FOURTH: Unit of Issue “ZP” on CLINS X012 – X016 means number of pages

FIFTH: All CLINS for option years will be created post-award. All CLINS on the RFP are established on

the summary spreadsheet attached in Section J, “Attachment D – CLIN Breakdown”. The contractor is

required to complete the summary tabs for Base Years 1 & 2 in Attachment D – CLIN Breakdown.

Schedule B is not required to be completed by the contractor.

SIXTH: The contractor is required to complete the DFARS 252.215-7009 Proposal Adequacy Checklist

as part of the proposal submission.

SEVENTH: Rates for T&M CLINS 0029 & 0129 for years 2023 & 2024 shall be summarized in

Attachment E – T&M Labor Rate Table. The spreadsheet may be tailored by the contractor to add or subtract information as needed. The overall format of the spreadsheet must stay the same to

summarize the rates for the contract upon award.

EIGHTH: Proposal preparation costs in response to this RFP shall be applied to CLIN 0017 for Base Year 1.

Proposal preparation costs for Option 1 shall be applied to CLIN 0117 to be funded in Base Year 2 when

the solicitation for Option 1 is requested by the government. These CLINS may be re-used on future

orders for proposal preparation costs.

NINTH: Contractor shall complete the “Asserted Rights Category” based on definitions included in DFARS

252.227-7013 and 252.227-7014. Contractor shall complete Attachments G and H per the instructions

and submit them with the proposal.
