Description
The purpose of Amendment A004 is to answer the following question:
Q. I just wanted to clarify. We were told Friday, onsite that the ACs needed to be replaced although the solicitation states just delivery. Please clarify what is needed. Also, if in fact you do need just the equipment, would you like it delivered by my team or just shipped to the site?
A. The solicitation states the requirement is “ five (5) Heat Pumps A/C Units as outlined in the attached Specifications.” The CLIN structure states 5 heat pump ac units with shipping and handling. The delivery is your choice. No installation is required. The AC units Spec sheet states, “the purchase of five (5) a/c heat pumps to replace damage ones in Falcon Dam field project.”Amendment A002 was posted to answer the question if the units were only for delivery or was installation needed as well. As mentioned on the response, the requirement is for delivery without installation.

The purpose of Amendment A003 is to answer to the following question:
Q. Referring to the subject mentioned notice id regarding the RFQ for heat pumps AC units, it is requested to confirm the brand name of the item/model number 4WHC4042A1000AA.
A. The brand name is American Standard, but we can go with any brand as long it meets the specs.

Q. This RFQ is for delivery of Hvac equipment ONLY, not Installing equipment correct?
A. The requirement is only for delivery. We have techs to do the installation.

The purpose of Ammendment A001 is to answer the following question and revise number of A/C Units on the CLIN Structure:
Q. Would it be an option to supply your Hvac needs from Trane to York; along with compatible foot print?
A. There’s no problem if they supply from Trane to York as long as they’re compatible.
CLIN Structure Line Item 001 is revised from Qty 1 to QTY 5, see attached revised CLIN Structure.

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued separately.
This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04 dated January 30, 2022.
The solicitation number is 20223161035 and this solicitation is issued as a request for quote (RFQ).
This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 333415 Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, with a corresponding small business standard of 1,250 employees. Only offers from small businesses will be considered for this solicitation.

All vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted.
Description: The United States Section of the International Boundary and Water Commission (USIBWC), Falcon Dam Power Plant Field Office located at 1 FM 2098 Reservoir Rd., Falcon Heights, TX 78545-0001 requires five (5) Heat Pumps A/C Units as outlined in the attached Specifications.
The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable.
Offerors shall submit pictures and specifications of items being quoted.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acuisition.gov.
COVID-19 Requirements:
Contractor employees must adhere to all CDC and OSHA COVID19 requirements while on IBWC property and when participating in any type of function associated with this requirement.
Contractor must submit a basic Safety Plan addressing COV19 with their proposal. The safety plan needs to outline safe working procedures for anticipated hazards, including a plan to contain infectious disease pursuant to CDC guidelines.
INVOICE PROCESSING PLATFORM
The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.
Information concerning accessing the IPP system will be provided at time of award.
