Cryostream 1000 PLUS System Bundle

SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

SLAC has a requirement for a U.S. domestic end item source of the following from Oxofrd Cryosystems Ltd:

Must meet requirements below:

1. Convert liquid nitrogen into a stable stream of cold nitrogen gas with an integrated inert gas shield.
2. Cold stream diameter > 5mm. Shield flow rate automatic control.
3. Cool down time to base temperature <30 minutes.
4. Capable of maintaining temperature of solid samples ranging from 80K to 500K. 0.1K temperature stability.
5. > 24 hour continuous operation capacity without refill at 10L/minute.
6. Controllable gas flow rate up to >10L/minute possible
7. Adjustable coldhead positioning/orientation stand.
8. Autofill function with programmable min/max stop levels and bypass control.
9. Remote monitoring of temperature, flow rate, dewar level.
10. USA-compatible power supply
11. Pressure relief valves
    1. Pressure relief installed on any sections of the cryogen delivery path where valves could be closed and create a trapped volume of cryogen which could evaporate and overpressurize the system.
    2. Redundant PRVs required

The award will be made based upon the attached Lowest Price Technically Acceptable method.

Marking of Proprietary/Confidential Information. Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information.

For Offeror to be eligible for a subcontract award with the University and the U.S. Department of Energy (DOE), Offeror shall be registered with the System for Award Management (SAM). Entities may register at no cost directly at the SAM website: https://www.sam.gov.

The resulting purchase order shall be performed in accordance with SLAC National Accelerator Laboratory's Terms and Conditions for Fixed Price Commercial Supplies and Services dated August 2023.
