Description

This Request for Information (RFI)/Sources Sought (SS) seeks information regarding availability and capability of all 8(a) qualified firms to perform a potential requirement. This requirement is currently in the SBA 8(a) Program.

The 338th Enterprise Sourcing Squadron (ESS), at Joint Base San Antonio (JBSA) – Randolph, Texas (TX), is seeking information concerning the availability of technically capable 8(a) firms to provide non-personal services for the Air Force Personnel Center (AFPC) DP3DA, Accessions & Testing Branch, located at JBSA-Randolph TX, through the mandatory execution of the Personnel Classification Selection Method (PCSM) to all manned and unmanned Officer and Enlisted pilot candidates.  These services are required IAW DAFMAN 36-2664, Air Force Military Personnel Testing, and ensure the selection of all manned and unmanned Officer and Enlisted Pilot Candidates are IAW federal Department of Defense and Air Force Regulations.  PCSM is the Air Force pilot training subcomponent by which the Air Force selects pilot candidates. The goal is to identify the best qualified pilot training applicants and reduce attrition. AFPC has a need for contractor support and maintenance of its PCSM program and Test of Basic Aviation Skills (TBAS) system. This includes TBAS system maintenance, software maintenance/development, generation of quarterly and yearly status reports, phone support, and operation of the PCSM database to include tracking, scoring, and updating individual PCSM scores. The Service Provider (SP) shall be expected to meet all requirements and responsibilities identified in the attached DRAFT Performance Work Statement (PWS) dated 12 Dec 2023 (see Attachment 2).
