Description

This is a Synopsis Notification (SN) to Solicit on CHESS as defined by the Federal Acquisition Regulation (FAR).  A Request for Proposal (RFP) and Request for Quote (RFQ) are not applicable for this query and no solicitation document exists for the request.  This SN is for planning purposes only and shall not be considered as a RFP, RFQ, nor as an obligation on the part of the Government for follow-on acquisition.  Responses to this notice are not offers and will not be accepted by the Government to form a binding contract.  Responders are solely responsible for all expenses associated with responding to this SN.  All information received in response to this SN that is marked as proprietary will be handled accordingly. 

The Mission and Installation Contracting Command (MICC) at West Point is interested in various software applications dealing with Multi-Standard Development Suites for C/C++ with support licenses (see attached Specs & Requirements document). 

               The NAICS Code Qualifier is 334118; SBA Size Standard is 1000.

In order to participate as a potential source, all vendors must be registered as a CHESS Contract Holder.  The Computer Hardware Enterprise Software and Solutions (CHESS) Program is the Army's designated primary source for Commercial IT.  CHESS provides a no-fee flexible procurement strategy through which an Army user may procure Commercial-Off-The-Shelf (COTS) IT hardware, software, and services.  This process is authorized in accordance with Army Regulation 25-1 (Army Knowledge Management and Information Technology) and AFARS 5139.101-90(a)(1).  All interested parties must refer to https://chess.army.mil/ for more information.

All vendors must be fully registered in CHESS (https://chess.army.mil/) and SAM.gov (https://sam.gov/content/home) in order to participate.  All questions regarding the process or about site information must be referred to the applicable site in question.

All interested parties are responsible for reading, reviewing, and obtaining their own information and attachments through https://chess.army.mil/.  All solicitations and attachments are issued in electronic format and available only through https://chess.army.mil/. 

This potential requirement will be posted in CHESS on Notice# W911SD23R0116 under the ADMC-3 Program Community as of April 10, 2023 @ 12:00 PM.
