The Air Force Test Center (AFTC) is publicizing this Sources Sought Notice to gather industry information regarding Industrial Gas Re-Supply at Edwards AFB and Air Force Research Laboratory.

The Government is seeking to identify qualified, experienced, and interested firms, who can provide Gas Re-Supply in accordance with the "Draft" Statement of Work (SOW) dated 23 December 2022.

Contractor(s) will be required to furnish all labor, materials, supplies, equipment, transportation, engineering and/or technical design and personnel necessary to manage and accomplish projects as described in the SOW, and in accordance with applicable federal, state and local safety and environmental regulations.

It is anticipated that the Industrial Gas Re-Supply will be a five (5) year, Firm Fixed-Price Blanket Purchase Agreement (FAR 13.303) type contract. The North American Industry Classification System (NAICS) number for this effort is 325120 – Industrial Gas Manufacturing. The Federal Supply Code (FSC) for this effort is 6830

Capability Statements shall be limited to no more than five pages and shall clearly state the following: Capability in Industrial Gas Re-Supply on a similar scope and scale as Edwards AFB. Offerors who cannot provide historical information for their company regarding Industrial Gas Re-Supply of similar scope/scale should provide corresponding information to show how your company would meet the requirements of the SOW. This information should provide a strong level of confidence to the Government that an offeror would meet or exceed the performance requirements outlined in the SOW.

In addition, provide/answer the following:

(1) Company name, address, point(s) of contact, title, telephone number, fax number, email address, Cage Code and DUNS number;

(2) Company's business size, to include number of employees;

(3) Company's socioeconomic status to include, but not limited to: 8(a), SDB, and WOSB, SDVOSB.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposal (RFQ); submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. Any future solicitation will be made available only on https://sam.gov/ Contract Opportunities and the Procurement Integrated Enterprise Environment Solicitation module - https://piee.eb.mil/. Therefore, interested parties are solely responsible for monitoring those websites for the release of a solicitation package and/or any updates to include amendments.

Telephone inquiries will not be accepted or acknowledged at this time, and no feedback or evaluations will be provided to companies regarding their submissions.

Submission Instructions: Information received will be used within the Air Force to facilitate acquisition strategy decision making and to solidify Market Research, and will not be disclosed outside the agency. If your firm has an interest in proposing on future requirements as described above, please prepare and submit a Capabilities Statement by 11:00 AM (PST) on 30 January 2023.
