This announcement is seeking information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this source sought, and no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

The U.S. Army Corps of Engineers, New Orleans District is issuing a Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and experience with alternative construction methodologies (float-in, lift in place, etc.) for the upcoming construction of the West Shore Lake Pontchartrain, LA, Hurricane and Storm Damage Risk Reduction Project, WSLP-114A, St. John the Baptist and St. Charles Parish, Louisiana. The purpose of this Sources Sought synopsis is to gauge interest, capabilities, and qualifications of the construction community, as the Government must ensure there is adequate interest, capability, and competition amongst the potential pool of responsible contractors. After review of the responses to this Sources sought synopsis, and if the Government plans to proceed with an acquisition including an alternative construction methodology, a solicitation announcement will be published in the SAM.com with this construction method included. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given.
The Estimated Magnitude of construction is between $25,000,000.00 and $100,000,000.00 per gate contract. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990 Other Heavy and Civil Engineering Construction with a size standard of $45.0M.
All interested firms response to this Sources Sought Synopsis shall be limited to five (5) pages and shall include the following information:
1. What is your firm’s Construction Bonding Level (dollars per contract)?
2. Please identify your company’s small business social economic categories certification:

5. Can you meet the limitations for subcontracting for construction projects?
6. Can you meet the project labor agreement (PLA) requirements for projects over $35M?
7. Please provide a Capability Statement, highlighting your firms past projects doing same type of work listed in the project’s description. It should also include the contract’s awarded amount and dates the project’s started and completed. The statement shall describe your capabilities performing the following work as describe: This project’s work consists of clearing and grubbing; floodwall and stop log construction, placement of steel sheet piling, H-piling, pipe piles, precast/prestressed concrete piles, geotextile, geogrid, grouted riprap, prestressed concrete piles; installation of metal ladders, stairs, cat walk, and railings; installation of vertical wick drains and horizontal strip drains; stone and bedding construction, slide gates and hoist, precast concrete bridge, steel vehicular swing type flood gate, excavation and embankment placement; miscellaneous metalwork, painting, turf establishment; chain link fencing, surfacing, structural excavation and backfill, electrical work, construction of temporary retaining structures and dewatering; and other related incidental work.
