Request for Information: Engineering, Cyber Security and Configuration Management (ECCM)
THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
The Defense Health Agency’s (DHA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) intends to issue an ECCM sustainment bridge contract to Sekon Enterprise, Inc. This action is necessary to ensure continuity of ECCM commencing in March 2022 for a period not-to-exceed six months while Program Executive Office - Defense Healthcare Management Systems (PEO DHMS) in collaboration with DHMS-CD completes its Workforce 3.0 Source Selection, which will abrogate the need to procure the services using a procurement instrument other than the anticipated competitively awarded Workforce 3.0 contract.
The ECCM contract provides the following support functions to PEO DHMS and its associated Program Management Offices (PMOs).
- Critical cybersecurity certification and maintenance of fielded systems
- Cybersecurity RMF analyses
- DoDAF architecture artifacts that enable numerous program coordination functions (inciuding cybersecurity and testing configuration documentation, and annual funds certification process required by Congress)
- Engineering services critical to the day-to-day execution of defect ticket resolution
- Data and System lnteroperability assessments
- Risk tracking and mitigation
- Risk Reduction planning and execution
- FEHRM analyses supporting lnteragency Department health initiatives
- Direct support to fielded systems and
- Other critical Program Office functions across the software lifecycle (Trouble Ticket Triage, Backlog Management, Configuration Control Board management, Test Support, IPRs, PDRs, CDRs, TRRs, and Production)
DHMS-CD is issuing this RFI for planning purposes and for determining whether a non-competitive bridge procurement is in the best interest of the Government.
Interested parties may submit a written response stating how they would fulfill the requirement and include appropriate documentation describing their experience for providing such services. The written response must provide sufficient detail to allow for an assessment by the Government without the need for additional information. Responses to this RFI are not quotes on which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based only on responses to this RFI. Furthermore, responders are solely responsible for all expenses associated with responding to this RFI. DHMS-CD will not pay for information received in response to this RFI.
