Coursera Data Science Training Software Licenses

Non-competitive/Firm-fixed Price/Sole-source award:

This is a notice of intent to award a non-competitive purchase order to Coursera, Inc, 381 E. Evelyn Avenue, Mountain View, CA 94041 to secure the services of a Contractor to provide licenses for NIH staff to access the Coursera platform. This platform provides training through individual courses and multi-course specializations in topics including data science, computer science, and health informatics. These licenses will enable NIH staff to complete self-paced training using the platform. The platform also includes a backend system that allows the NIH project team to view aggregate usage data.

• 500 fully transferable individual user licenses
• 50 optional fully transferable individual user licenses
• Controlled access to a backend platform for viewing aggregate usage data
• Marketing and promotional materials
• Tracking on unused or underutilized licenses

This requirement will be awarded to Coursera, Inc based upon the authority at Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2), as supplemented with additional information included in this notice.  This requirement is being awarded by the National Library of Medicine (NLM), NIH. 

These licenses provide each user enrollment in an unlimited number of courses and specializations on the platform and gives the project team the ability to assign and re-assign licenses at their discretion.  There is no limit to the number of times a license may be transferred. 

This requirement provides access to the Coursera Labs Rhyme platform for NIH staff interested in development of custom, hands-on NIH training content. The platform allows for development of hands-on projects that can be launched through a web browser and provides learners an opportunity to learn, practice, and apply data science skills.  The period of performance will be one base year with three option years.

Coursera Inc’s existing software will allow them to execute on the requirements of this acquisition within 0-30 days of execution of the contract.
