Description
This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation is issued as Request for Quotes (RFQ) PWN1461201.
This procurement is 100% Buy-Indian set-aside under NAICS code 337215 with a standard business size of 500 employees.
Contractor shall provide a firm, fixed-price quote to provide furnishing to the Pawnee Indian Health Center. The period of performance for this requirement is 30 days from the Notice to Proceed.
The closing date for receipt of quotes is 5:00 PM, February 3, 2023. Offers shall be submitted to the Oklahoma Area Indian Health Service, 701 Market Drive, Oklahoma City, Oklahoma 73114 or emailed to Landa.McClure@ihs.gov . The offer shall be addressed to Landa McClure, Contract Specialist, showing the solicitation number, and your name and address. No phone inquiries!

The provisions of 52.212-1, Instructions to Offerors-Commercial Items (Nov 2021), applies to this acquisition. In addition to the information required in FAR 52.212-1, Contractors shall provide the following: (1) Firm, fixed-price quote, (2) Specification Submittals that are being quoted and (2) past-performance. Award decision shall be based on lowest technical accepted price. Vendor is still required to show that can meet all specifications in the Scope of Work
The provision at FAR 52.212-2, Evaluation—Commercial Items (Nov 2021), applies to this acquisition. The contract shall be awarded to the Lowest Priced Technically Acceptable (LPTA) offeror. The technical evaluation shall be a determination based on information furnished by the vendor in the submitted quotes. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.
The clause at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2022), applies to this acquisition. THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO PROVIDE A PROPOSAL CONTAINING:
A) Firm, Fixed price quote
B) Technical specifications (submittals)
C) Verifiable relevant, (2) recent past performances that include similar experience in deploying hardware similar in SOW. Include contracting organization, contract POC (phone number and email) and contract amount.
Proposals shall be evaluated on an acceptable/non-acceptable basis.
Evaluation shall proceed as follows:
1. Quotes shall be ranked by price, from low to high
2. Quotes shall then be evaluated for technical specification and past-performances beginning with the lowest priced quote
3. This process shall proceed until an acceptable quote is identified
THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO MEET THE REQUIREMENTS IN THE SCOPE OF WORK
CONTRACT AWARD SHALL BE MADE TO THE RESPONSIBLE, RESPONSIVE OFFEROR PROVIDING THE LOWEST REASONABLE PRICE, MEETING ALL TECHNICAL SPECIFICATIONS AND PAST-PERFORMANCES.
