USSOCOM Directorate of Science and Technology Request for Information (RFI) Next Generation Effects Capability Focus Area (NGECFA): Counter-Electronic Countermeasure Seeker

Synopsis:

A.  INTRODUCTION: Counter-Electronic Countermeasure Seeker (CECMS)

This Request for Information (RFI) is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to solicit technology information and interest in developing a knowledge base of CECMS working with NGECFA technology objectives. Information is requested from Research and Development (R&D) organizations, private industry, and academia for inclusion in future technology efforts regarding CECMS. The intent is to provide information on CECMS to NGE CFA.  

This RFI is for the NGE CFA.  This request for information will assist the NGE CFA in assessing the current CECMS technology. Any subsequent proposals will be submitted IAW the USSOCOM, Directorate of Science Technology, Broad Agency Announcement.

Dates/Theme/Location:  

20 November 2023: Information papers due to the Contracting Officer and Contract Specialist listed in Section C.  Any subsequent proposals will be submitted IAW the USSOCOM, Directorate of Science Technology, Broad Agency Announcement.

B.  OBJECTIVE:

      1.  This RFI is to provide current information on CECMS technology for NGECFA analysis and assessment of the current state of this technology. That information will enable NGECFA to determine a pathway to achieving SOF technology objectives.

      2. Counter Electronic Countermeasure Seeker (CECMS) USSOCOM seeks to develop the ability to detect, identify, and target electronic warfare emitting systems that target GPS, command data link, communications frequencies, and counter-battery radars.  Size, weight, power, data interface must make it suitable and effective when integrated on Class I & II UAS, as an additional sensor larger ISR platforms, or the seeker on small, guided munitions. 

      3.  The deadline for information package(s) is 20 November 2023, at 12:00 Noon EST.  After review of the information packages, the Government may invite select candidates to participate in a technology development effort. This effort will explore emerging technology solutions and revolutionary improvements in CECMS technologies.  There is no intention on the part of USSOCOM to purchase or procure equipment based solely on participation in this RFI.

C. SUBMISSION INSTRUCTIONS:

Information papers shall be submitted electronically to Mr. Reed, Ronald, Contracting Officer at ronald.e.reed.civ@socom.mil,  Mrs. Lewis, Terry Ann, Contract Specialist, CTR at terryann.j.lewis.ctr@socom.mil, and Group Mailbox - NGECFA@socom.onmicrosoft.com no later than (NLT) 20 November 2023, 12:00 Noon Eastern Standard Time (EST).

USSOCOM personnel will review submissions to determine whether the information paper will be used for future technology development efforts.

A complete submission consists of:

• An information paper describing the CECMS technology your office has developed or are in the process of developing.  

• Your office’s CECMS Technology Readiness Level assessment.  

D.  USE OF INFORMATION:  The purpose of this notice is to gain information leading to Government/Industry collaboration for potential development of USSOCOM technology and to assist in accelerating the delivery of these technologies to the SOF warrior. All proprietary information contained in the submission shall be appropriately marked. The Government will not use proprietary information submitted from any one firm to establish future technology objectives and requirements

E.  SPECIAL NOTICE:  

1. Federally Funded Research and Development Centers (FFRDCs) or contractor consultant/advisors to the Government will review and provide support during evaluation of submittals. When appropriate, non-Government advisors may be used to objectively review the submissions and provide comments and recommendations to the Government. All advisors shall comply with procurement integrity laws and shall sign non-disclosure statements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data. Submission in response to this RFI constitutes approval to release the submittal to approved Government support contractors.

F.  Per Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997):

    1.  The Government does not intend to award a contract based on this RFI notice or to otherwise pay for the information.

    2.  Although "proposal" and "respondent" are used in this RFI, your responses will be treated as information only.  It shall not be used as a proposal.

    3.  In accordance with FAR 15.209(c), the purpose of this RFI is to solicit technology experimentation candidates from research and development organizations, private industry, and academia for inclusion in future experimentation events coordinated by USSOCOM.
