Description
Amendment 0001: This Request for Prequalification Information amendment for the East Campus Building #5 (ECB5) Project located at Fort Meade, MD revises section 3.1.1.1 to increase the time for completion of relevant projects from ten (10) years to twelve (12) years. The Prequalification of Sources notice for the East Campus Building #5 (ECB5) Project at Ft. Meade, MD will be posted to https://beta.sam.gov/ on or about 18 July 2022. The ECB5 Preconstruction Services solicitation is expected to be issued on or about 14 October 2022.
Sources will be prequalified in accordance with DFARS 236.272. Under these procedures, Offerors will be required to submit information addressing capabilities and other factors identified in the prequalification criteria. The Government will evaluate the prequalification information and determine a list of qualified Offerors to which the Request for Proposal (RFP), including plans and specifications, will be sent.
The U.S. Army Corps of Engineers (USACE) Baltimore District will solicit offers for an Integrated Design and Construction (IDaC) contract in support of the Maryland Procurement Office (MPO), Ft. Meade, MD. This Integrated Design and Construction contract will cover preconstruction services and the construction of a full-service C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) mission critical facility for defense and intelligence customers as well as an associated parking structure. The ECB5 facility will include administrative, conference and meeting spaces, operations and operations support areas, support services, chiller plant, loading dock/platform, and elevated secure connector bridges to adjacent East Campus buildings. ECB5 will have special security and separation requirements to include secure parking and elevator usage within the building. ECB5 will be a multi-functional secure facility of approximately 775,000 gross square feet and support a projected facility population of approximately 3,450 staff. The East Campus Parking Structure #4 (ECPS4), as part of the ECB5 project, will be a multi-level parking structure of approximately 960,000 gross square feet and support parking for 85 to 90 percent of the final projected population of required staff. ECPS4 will be designed for future expansion of additional bay(s) and for the possibility of adding solar photovoltaic (PV) power generation, electric vehicle charging, and a parking guidance system. In accordance with DFARS 236.204, the magnitude of construction is over $500,000,000.
