Description

Sources Sought Notice to Produce Air Force Band Ceremonial Overcoats 

The 11th Contracting Squadron is conducting market research to identify vendors capable of providing overcoats that meet or exceed the salient characteristics below for the potential development of an ordering vehicle to support all Air Force Band units. 

The AF Band uniform is composed of a ceremonial tunic rather than the common coat and tie necessitating a different overcoat.  

The Air Force Band needs to be able to achieve uniformity while performing in the overcoat.  It is ideal to match the overall appearance of the overcoats currently in use.  It is anticipated that the premier AF Band will be able to replace all overcoats, however the regional bands will need to phase in the new overcoats.

FABRIC:  

Body Content:  

Functionally waterproof (fabric no less than 15,000mm/24hrs – 

20,000mm/24hrs preferred) and garment seam-sealed  

construction in Air Force Blue (PDF-0060) 

Lining: 

100% Polyester Taffeta - Black 

Zip Out Liner: 

Front and Back: 

100% Polyester Black two-sided fleece 

Sleeves: 

Black rayon w/satin back 

STYLE:  

This is a water proof rain/cold weather garment designed in the Air Force Academy Cadet style topcoat. 

FRONT:  

Double breasted revere front.  Two rows, five buttons each button front.  Plug buttons through shell fabric with one leather washer and kotter pin.  Cut first buttonholes.    

BACK:  

Bi-swing with elastic back.  Two-inch deep pleat, stitched down 2 ½” from shoulder seam and 1 ½” up from simulated belt.  2” wide belt sewn solid across back waist, from side seam to side seam, fused with pellon.  20” long center back vent tacked at top and to close with 1 concealed buttonhole and (1) 24 ligne black Columbia button, approx. 10 ½” from bottom to center of button.   

COLLAR: 

With collar stand.  Constructed of the same shell material, fused with pellon.  Black hanger braid loop at collar seam center back. 

SLEEVE:  

2-piece coat sleeve with a 2” hem.  (1) 34 ligne black Colombia button inside each sleeve attached to the lining for attaching liner.   

EDGES: 

3/8” Edgestitching.  

PERMANENT LINING: 

Black Poly-T 3” opening between facing and lining each side for removing buttons. 

ZIP OUT LINER: 

Front and back black two-sided fleece.  Sleeves of black rayon with satin back.  Liner is bound all around.  60” Vislon zipper around front facing right side, around neck and to stop at front facing left side.  (2) Button loops of binding, one each sleeve to hold the liner sleeves in place.  

INSIDE POCKET 

One 4” X 5” patch pocket with horizontal opening to close with 1” X 2” Velcro.  Pocket should be located between the third and fourth buttonholes on the facing side of the jacket.     

BUTTONS: 

(10) 45 ligne chrome Air Force buttons for closure (Eagle must be in upright position), 34 ligne black Columbia button for sleeves and facing for anchor and 24 ligne black Columbia button for center back vent. 

LABELS: 

Manufacturer label sewn on lining.  Stock ticket on left sleeve.   

PACKAGING: 

Flat packed in bags and on hangers, fold in half and pack in carton.
