Description

See attached combined SYNOPSIS/SOLICITATION 75H70122Q00017 Water Storage Tank Inspection/Cleaning Services – WA, OR, ID in support of the Indian Health Service (IHS). Detailed instructions to offerors, a full scope of work, plans and specifications and applicable Service Contract Act Wage Determinations are included in the solicitation documents attached.  This project is set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 238990 - All Other Specialty Trade Contractors.  The associated size standard for this procurement is $16.5 million.

SCOPE OF WORK: See Section C of the attached solicitation. 

LOCATION OF PROJECT:  Various locations throughout WA, OR, and ID (See Attachment J01)

PERIOD OF PERFORMANCE:  The contract Period of Performance is 120 calendar days from date of award.

SITE VISIT:  An organized site visit is not planned.

CONTRACT TYPE:  The Indian Health Service intends to award a Firm Fixed Price (FFP) service contract in support of this requirement. 

This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 12 and 13 procedures with Best Value evaluation criteria.  The following factors will be used to evaluate offers:

The Government will evaluate these factors as described in Sections L and M of the solicitation. 

DUE DATE: Proposal packages are due by April 14, 2022 no later than 2:00pm PDT.  Proposal packages shall be sent via email to toby.hayden@ihs.gov and must contain the information required by the solicitation. See solicitation Section L, paragraph L.3 for quotation submission requirements.

QUESTIONS: Offerors shall submit all questions concerning this solicitation in writing to the Contract Specialist, Toby Hayden, at toby.hayden@ihs.gov.  Questions must be received a minimum of 10 days prior to proposal due date to allow time for a response.

NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES.

For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $16.5 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.

Registration in the System for Award Management (SAM) database is mandatory to be considered for award.  Offerors may obtain information on registration and annual confirmation requirements via the internet at: www.sam.gov.  Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
