Description

Portsmouth Naval Shipyard seeks to award a single contract to a company capable of providing the rentals of 20FT Conex Boxes for both the Portsmouth Naval Shipyard in Kittery, ME and Naval Base Point Loma in San Diego, CA in accordance with attached Statement of Work (SOW).  Responders to this solicitation must be able to meet the following criteria:

1. Entity is capable of meeting ALL specifications outlined in the attached Statement of Work.

2. Entity has an active CAGE code, and current registration in the System for Award Management (www.SAM.gov).

3. Entity does NOT appear on the Excluded Parties List.

REQUEST FOR QUOTE: Understanding what a Request for Quote (RFQ) is communicating/requesting
is crucial to a vendor’s ability to understand the Government’s need, to provide competitive pricing,
reduce chance that a quote will be found technically unacceptable and will ensure a successful contract
after award. Please complete the sections highlighted in yellow, sign and return. 

CLIN STRUCTURE: Each project will have its own designated set of SLINs (Sub-Contract Line Item
Number) relative to its location. Each set of SLINs will have its own delivery information, dates, data
requirements etc. as necessary directly correlating to its respective project. The Triad contract will
comprise of projects taking place at both Portsmouth Naval Shipyard in Kittery, Maine as well as Naval
Base Point Loma in San Diego, CA.

DELIVERY: As most of our industry partners know, project schedules often shift resulting in
burdensome post-award modifications, work churn and at times confusion. To alleviate this, PNSY will
be using a delivery date strategy rather than Period of Performance dates. As an example, a Base CLIN
will be initiated to begin “30 Days After Notice to Proceed (ANP)” – this notice will be provided by the
contract’s COR within 30 days of the effective date for performance/delivery of equipment.
